I'm guessing that the problem is that you need a space between each of the 
switches:  "... /S /Q /N /W".

This almost always means that the virus scanner is never going to end, 
usually because it is waiting for user input.  I'm guessing this is because 
there were no spaces between the switches, and Kaspersky gave a message 
like "Invalid input, press any key to continue" (but you can't see it or 
respond to it).

To see the virus scanner windows, you can change the "LOGLEVEL LOW" line in 
\IMail\Declude\virus.cfg to "LOGLEVEL DEBUG" temporarily.  You can then see 
any message(s) that Kaspersky is displaying in the windows.

This is the same error as before.  It may be that Kaspersky isn't installed 
properly, and is missing a file (or any of a number of other 
possibilities).  You need to look at the virus scanner windows, to see what 
the problem is.  Kaspersky should definitely be displaying a message 
explaining what is wrong.

The .vir directory will normally be deleted by Declude.  It will not, 
however, get deleted if there are extra files in there.  You should check 
to make sure that Kaspersky is not saving any files (or creating 
subdirectories) in those .vir directories that Declude is not 
expecting.  If you let me know what files/directories are in one of those 
leftover .vir directories, I can let you know what should not be in there.

The only files being saved are filenames like "0.htm" etc.

Kaspersky is scanning the files fine now, but the deletion of the vir
directories is not happening.

Do you have an on-access scanner running?  It could be locking the files 
when Declude tries to delete them.

Scott,

What I am seeing from the console is kaspersky's AV scanner continually
popping up, minimizing, and closing. It seems to get bogged down with the
amount of processes that is being processed due to the mail volume. The
on-access scanner is not running, and all I have it calling to is the
avp32.exe

What AV program works the best with declude, F-prot?
