Installing libdvdcss2 from the medibuntu repo fixed it, so I guess this error points to a missing dependency for the task brasero needs to perform. The thing is that people are waiting for it quite a while and all notifications are broken currently for local maildir. and looking at the number of duplicates, people are just thinking that message indicator is broken, which isn't the case.
