Found the following CLI commands on an Internet blog with a similar issue. The missing menus are restored and they survive rebooting. Reinstalled ubuntu-desktop package through Synaptic. Missing global and in-app menus in some applications (i.e. terminal, video, GIMP - but some like Synaptic, Firefox are unaffected) are restored after logging off and logging back in.
