[DISCUSS] JDK11 for CloudStack

All,

I started this PR during CCCNA19 hackathon to move to JDK11:
https://github.com/apache/cloudstack/pull/3601

So far I'm able to build the codebase (along with tests), deploy-db and run 
management server and deploy a zone (vm etc) against simulator, with 
-DskipTests=true.

However, many tests fail due to issues with powermock and mockito dependencies. 
I tried bumping up their versions but it led to a new different set of errors.

Any advice on how to fix the test failures? Thanks.

Packages are now available for CentOS6, CentOS7, Ubuntu 18.04 and Ubuntu 16.04 
at http://download.cloudstack.org/.
Please, let me know in case anyone has issues installing CloudStack 4.13.0.0

the Debian packages for download.cloudstack.org 
please (as you create them in a fancy way 😊 ), I’ve pushed up the CentOS 
packages.

We should probably look into a centralised Jenkins job or something to do this 
for us each time!
