server?  If my guess about the related code is correct, you'll need

Not all works with compression disabled in the backend,
there are pages that still does not work:

It will *not* fix the problem but should give us enough additional info to
find out why it is happening.

It would be great if you could patch your 2.4.14, rebuild and rerun the
Sambar test.
