Link to 2.4.0 is pointing to RBC mirror, not Apache Dist itself.

I do not know how often RBC updates its mirror, but I think we have to devise 
better solution for pointing to fresh release artifacts.

There is an error in RPM documentation on site — missing header for ignite.repo 
file and formatting is also wrong.
Otherwise — I’m able to install and run Apache Ignite from RPM from ASF 
according to manual.

1. RPM Package Installation
* missing ‘[ignite]’ header;
* rest of text is indented by 1 space, while should not.
2. Building the Binaries
* I guess mentioning Java 7 in 2.4.0 release is obsolete — that block 
should be either split (which AI requires which JDK for compiling) or just get 
rid of Java 7 mentioning.
3. Docker and Cloud Images
* still not clear what to do with AWS / Google Cloud — how to update those 
images. Maybe Nikolay Tikhonov can help?

Guess, I figured out cloud images matter: those images have embedded scripts 
for running corresponding docker container, so it looks like no update for them 
is required except date on site, which update policy I’m an unaware of.

I am sure about AWS and GC images now — there is only script inside that have 
IGNITE_VERSION on input and runs apacheignite/ignite: docker 
image inside the container.
No changes except date are not required except that, maybe, we are to update 
docs at readme.io  for more latest version of Apache Ignite 
as example.
