I have create a issue on JIRA INFRA to apply for moving notifications to
reviews@ mail list.

Once the changing is finished, I will notify everyone here.

By the way, you can subscribe the new mail list now: sending message to
reviews-subscr...@iotdb.apache.org.

use selfserve.apache.org for mailing list creation, and when created, file
a ticket for changing the target for PRs etc."

Only IPMC and mentors can create new mail list.

follow the changes to the code to look for any issues. [1][2] 

Not doing so may mean that it become a lot harder at release time as issues are 
found and need to be corrected (I’ve seen this happen on a few projects).

code-reviews to the reviews@  (see [1]).

I think that it also fits us. As for the dev@, we can discuss about the
issues about Infrastructures (e.g., how to use CI, how to keep code
quality), new features, bugs, performance problems etc. These contents are
more valuable.

If someone wants to keep tracking with code-reviews or freshman, he can
subscribe the reviews@ mail list.

For experienced programmers,  they can focus on the contents on dev@

I think that is the better option.

As a committer of the project you do need to watch and review any commits that 
come it given we are using a CTR (commit then review) system rather than a RTC 
(review then commit).

No matter what you guys decide to do, I would strongly suggest to take 
discussions here to the list and not do discussions in the Github code-review 
tool.
Otherwise I guarantee that a lot of people will be left out of discussions as 
no one will be able to keep monitoring commits@ 
for the sake of transparency the list should be used.

As I mentioned ... most of the emails here are not commit messages. Even if 
they appear to be, they are actually emails sent from people using the 
review-functionality of Github.
The reason they are being sent here, is that it's an Apache philosophy that all 
discussions must be taken back to the list. 
I particularly don't like this online-review feature and usually tend to just 
discuss issues of a PR in a mail thread on the list.

The problem isn't that Gitbox is sending emails on commits ... commit messages 
correctly go to comm...@iotdb.apache.org

The problem is the Github "review" feature. Even if in general this feature is 
great for doing reviews, there is no way to do a full review.
It sends one email per comment. In the PLC4X project we therefore don't use 
this feature as it doesn't 
only annoy possible new contributors but especially the people working on it 
intensely.
