Ok I found out how do fix this. I had to modify the
solenv/bin/modules/installer/download.pm file and add my language in the
list there. I filed a bug for this:

I need help with translating the Install Preperation dialog. The first
dialog that appears when installing in windows.

I am building DEV300_m60 on Windows using Cygwin and I have added the
language Icelandic (is) to the source.
I have put the localise.sdf file in the l10n/is directory. The

fully and everything is translated except for the initial Install
