No that was the explanation for French, not for not translating the readme files. I think this is not the reason and if it is, it is very stupid ;-) May be Franck said that there is no legal obligation other than in France, but yes [even if nobody read README file and it should be renamed READMENOT imho ;-)] it contains very important information and must be translated, of course. However, I don't know if it's France specific. readlicense_oo module name is misleading a bit, at moment it contains only README, which is an important document for enduser (contains system requirements and many other useful things to know). Bad thingie is that license itself is not translatable in oo.o (at least in common way) and this really violates laws not only in France. (Here too by the way, but no software seller cares...)
