All steps ok
- Verified checksum
- Found no unexpected jar files
- Verified cryptographic, read NOTICE & LICENSE file
- Built with JDK 8
- Did an Maven based Hello World with a clean userdir.

Besides that I'm always on the edge channel of the snap and I'm happy
with 12.3, with a userdir since the dawn of time.


One thing though, related to the shutdown of the old netbeans.org,

In the Usage statistics dialog that pops up on the second start,
"Learn more" points to https://netbeans.org/about/usage-tracking.html

how will that work after the shutdown?

- verified sha512 and asc signatures for sources and convenience binaries
- verified LICENSE and NOTICE
- sources don't contain any other .jar files than mentioned
- built on Ubuntu 20.10 with JDK 1.8.0_282

Tested both built NetBeans and convenience binaries by opening PHP 
project - navigation, CC, code analysis works, Javascript editor works.


Used NetBeans built from sources for whole day development in PHP.

I just tried a fresh install of Netbeans 12.3 and I get all kinds of 
errors and end up with a broken Netbeans window that just hangs. If I 
run 12.2 once it creates some files and after that 12.3 will start normally.


On Windows 10: Just throw away your /appdata/roaming/Netbeans folder and 
try to start Netbeans 12.3 after that.


This will be a huge problem for new installs.

That's been there about 2 years, and is just the Kotlin icon as far as
I know.  As far as what has happened, I think you introduced it! :-)

- checked sha512 and signatures
- checked that git tag 12.3-vc1 matched source code for IDE and platform
- NOTICE + LICENSE files in source and bin of IDE and platform look good
- IDE builds clean on OpenJDK 8 and can be run on it, nb-javac is correctly 
installed and works (permits was tested as parameter and function argument)
- IDE builds clean on OpenJDK 11 and can be run on it, nb-javac gets recommed, 
but is not marked as required
- eyeballed the binaries, looked sane

Search for files only!  We should add a note about that though - they
are expected, but confusing in this regard.
