Hi all,

After a discussion amongst the Apache NetBeans community on the dev mailing 
list[1], voting on a PMC chair[2], checking the podling status page[3], and 
working through the maturity model[4], I would like to call a vote for Apache 
NetBeans graduating to a top level project.

Apache NetBeans entered the incubator on October 1, 2016. Since then, we have 
announced 2 releases, nominated several new committers, participated in 
conferences and events, have 99 contributors with 2,423 commits, and -- most 
importantly -- have grown and diversified our community. Apache NetBeans is a 
healthy project that is already acting like an Apache top level project, so we 
should take the next step.

If we agree that we should graduate to a top level project, the next step will 
be to draft a Resolution for the PPMC and IPMC to vote upon.

Please take a minute to vote on whether or not Apache NetBeans should graduate 
to a Top Level Project by responding with one of the following:

[ ] +1 Apache NetBeans should graduate.
[ ] +0 No opinion
[ ] -1 Apache NetBeans should not graduate (please provide the reason)

The VOTE is open for a minimum of 72 hours. Per Apache guidelines[5] I will 
also be notifying the incubator mailing list that a community vote is under way.

This is something interesting to me as I never knew we can notify users like 
that through the autoupdate catalog.

This means that previous major version users are expected to install the new 
version entirely, correct? There's no upgrade between major versions. (Which I 
don't believe we ever had with NetBeans, but it just made me wonder.)

Should the plugin be installed by default(Before opening a Java EE project) as 
nb-javac plugin?  
In my tests if the plugin is not installed before opening a Java EE 
project(Maven) then Netbeans stops responding.

I see the parser source is here
https://github.com/graalvm/graaljs/tree/master/graal-js/src/com.oracle.js.parser
but it's not compiled as an independent JAR available in Maven Central. Could 
the GraalVM project do this?

The whole org.graalvm.js:js seems pretty big and has many dependencies. We just 
need the parser.

That is very closely read, i.e., that's the one item I was least confident 
about.

On the other hand, here's the security page of one the other Apache projects, 
which doesn't say much more than the official Apache security page contains:

+1 to this - having our processes open is good.  GitHub is not where
this matters, or where users are expected to go to get the IDE, that is 
netbeans.apache.org

But it would be good to make sure the vc is also tagged as 10.0 as soon as the 
release is public.

As someone in the UK right now, parliamentary proceedings is not the metaphor I 
would have chosen! ;-)

You can test redirections to the previous site as follows:

a) Edit your "/etc/hosts" or "\Windows\System32\services\etc\hosts" (not sure 
about the windows one) and add the following entry:

52.6.211.55 bits.netbeans.org

This will make your operating system think that "bits.netbeans.org"
points to "netbeans-vm.apache.org".

Of course you want to remove this entry from your "hosts" file in the future.

b) Try to load the following urls:

http://bits.netbeans.org/
(sample page, no redirection)

http://bits.netbeans.org/dev/nightly/latest/
(404 page, 302 redirection to Oracle site)



The proposed plan now is:

a) Please send me (again) the URLs of the zip files to add to the web server. 
These should come from zip files (javadoc, maven, whatever) generated by 
Jenkins in builds.apache.org. We may want to create an additional "timestamp" 
file with the date the zip file was built to avoid downloading unnecessarily (I 
don't know if build.apache.org acknowledges file timestamps properly).

b) I'll add a cron job to periodically check timestamp, download if required, 
and extract the files in proper places. This may be run each, say, two hours? 
four hours? We can also create a web hook, but I'd rather not run stuff 
triggered externally.

c) We'll contact infra to make the DNS changes to point bits.netbeans.org to 
52.6.211.55 (no more hacking in your hosts file required then).

d) We'll request a LetsEncrypt certificate once the DNS records are in place.

e) We'll set up a secure web server once the certificates are in place.


Is everything ok with the plan? Any problems you can see?
