Sure, plugins are available for the NetBeans Platform. But the key
thing to be aware of is that the NetBeans Platform is the generic
application framework on top of which other products, such as NetBeans
IDE, Boeing Shared Platform, Microchip MPLAB-X IDE and at least dozens
of other are developed:

The NetBeans Platform does not have editing features (other than basic
text editing features, at most), is focused principally on providing a
dynamic module system, windowing system, loose coupling infrastructure
and more.

When you say platform only, what does that limit use to?  I am assuming plugins 
and things like that would not be available.  I am trying to determine if I can 
do some testing with the initial release at work or if that would need to be 
some sort of side project.
