Detecting a frequency that is busy in any of several possible 
modulation schemes -- SSB, CW, PSK, RTTY, PACTOR, MFSK, HELL, etc. --
 is technically non-trivial, but is feasible with today's 
technology. This was demonstrated more than a year ago by Rick KN6KB 
in his implementation of the SCAMP protocol.

Why has this technique not been incorporated in the software that 
runs unattended automated stations? Good question.

How is it that these stations don't have the capability to monitor the
frequency used? How difficult can that be? It's a simple thing to do
in software.

The only "arbitrary limit" I've heard anyone wish to impose on 
automatic stations is "don't QRM my QSO". This desire has nothing to 
do with one's familiarity with computing; its a basic expectation of 
polite amateur operation.

To deploy an automatic station and let it run unattended with no 
means of avoiding transmission on an already busy frequency is an 
egregious violation of amateur practice and spirit.
