Probably the best we can hope for is a documented snapshot of a point
in time. As an example of such a snapshot, earlier in 2008, a research
project by HFLINK was completed, and a chart produced for the upper
part of the 30 metre ham band:

We all must keep in mind that the digital modes are in a constant
state of evolution, and the various frequencies that are haunted by
these modes, ops, nets, and groups are changing over time as well.
Some digital ops follow the mode fads... extremely popular for a few
months and then fade away... like hoola hoops and pet rocks.

The http://bandplans.com website is a good resource, very well done,
however, it suffers just a little from TMI (Too Much Information) for
presentation in spreadsheet list format. Some of the listings are
over-reaching, conceptual, obsolete, mis-categorised, or wrong. But,
most of the listings are excellent. It is probably the best starting
point for digital mode ops to understand the ham band spectrum landscape.

Whoever pointed the questioner to the ARRL website was quite humorous!
ARRL resources in this area are a joke :) For some reason, ARRL has
never really provided up-to-date listings, practical advice on digital
mode operating freqs, or leadership in this area. Perhaps they don't
want to wade into such a barrel of monkeys. Only recently did ARRL add
the automatic subbands to their considerate operators frequency
guide, even though it has existed for many many years!

We all must keep in mind that the digital modes are in a constant
state of evolution
 
Are you saying there is no standard ?  If so how can you set calling 
frequencies ? 
 
NOTE .
 
SSB, AM, CW and FM can be coped by 50 year old as well as 50 hour old radios.

I've been attempting to establish a list of a suggested frequencies 
to be used with the various digital modes in Region-Two for quite 
some time.  I found bits and pieces of several of the HF bands have 
been set aside for RTTY and PSK 31.  It appears that everyone accepts 
to 14.0700 MHz as the frequency for PSK 31.. further action in 
developing digital band plans seems to stop at this point.  I have 
seen several lists that appear to be well thought out.  The problem 
seems to be that after the lists are compiled nothing is done with 
them.

A post to you from Bonnie, VR2/KQ6XA,  contains what I think is a 
very comprehensive plan.  I would love to say I vote f will move or 
this, amen, put it into action.  I do not feel that assignment 
of the digital sub bands needs approval of any type of committee or 
radio official. If this afternoon we say, Bonnie's suggested plan is 
approved, and each of us immediately put the plan into action through 
our operations on the bands, by spreading the concept by word-of-
mouth, and publication of the band plan on amateur radio oriented 
websites and we would have a working digital band plan by the end of 
August. 
Can I get any amen's for this? If so-let her rip.Alan:

The first starts out by saying

this site is not intended as any kind of recommendations for the 
band usage. It merely records the users of the amateur HF bands  6 
meters. Some band usage is controversial. Our job is not to make 
judgement either ways... if there are multiple users for certain 
frequencies, we will happily record both of them. Our rule of thumb 
is: if you can hear QSOs on those frequencies, we will happily accept 
an entry.

While this site contains information that is useful in the band 
planning process, its not a bandplan.

Bonnie's second URL provides links to many band plans. One of those 
links is to the IARU region 2 bandplan:

This is dated 2008-01-01, as states It is suggested that Member

As there is not only Region II here is the link for the existing 
official Region I bandplan:

Please note that this bandplan is mandatory for some countries (e.g. 
Germany) and not just an option somebody may follow or not.
