based on learning goals and material contents.
* Editorial control: Assuming you crowd source some material, will you 
have an editor on staff to ensure guidelines above to ensure quality 
and above guidelines are followed.
* Distribution format: How is documentation, sample data, and software 
to be distributed to the classroom? Note, classroom might be a MOOC 
run from someone's home. OSGeo-Live might be one way? Setting up on a 
cloud based virtual machine that people can log into is another.


Once the above has been defined, it will facilitate the OSGeo 
Community to maintain this documentation very efficiently at a very 
high level of quality.


It might be worth adding this list above into the training material 
wiki? And others may have more suggestions to add to this list.

Dear Sergio I didn't mention gvSIG because the first packages they will 
be using are those in the list (this was their request). As already 
told, it doesn't mean that in next steps other packages will be used. 
Therefore if you have other material about other software put them here 
as well. But now (I mean in the next few months) we will start from 
QGIS, PostgreSQL, PostGIS, Geoserver, OpenLayers, Geonode.

Here are the final results from the voting for the open seats of the
OSGeo Board of Directors. There were four seats open and they have been
filled by (no particular order):

We also had to try and find a decent title as having two different
workshops using portions of the same time seemed misleading and
actually contraddicted what was asked from
the organizers. Therefore I suggested to split the time giving
precedence to the OSGEO based discussion and then hold the MapStore
workshop at the end.

Folks,
I really like the idea of the round table but changed some wording to
amend the expectations for it. This was mainly to the effect of
avoiding up front misunderstanding which invariably over the past
years lead to unnecessary friction.

The whole point of INSPIRE is that there is nobody singly responsible.
It has evolved over time and through the contribution of the broadest
set of different people from different backgrounds and many are not
even involved any more. Therefore we cannot really talk to "the people
responsible for INSPIRE" - there simply are none. To avoid having one
side of the table empty I changed "members of the INSPIRE Technical
Committee" to "users involved with INSPIRE". Maybe that is too broad,
if so please change to something else.

To the same effect I changed "discussion" (which always results in one
winner and one loser) to "dialog" (which means that people listen to
each other and learn from each other).

Hope this sits well with you, otherwise feel free to revert to an
earlier version.

Please note that the Wiki had a hickup when saving two conflicting
edits, so one intermediate version is raw HTML. I tried to save the
earlier changes, mainly adding Paolo to the list of contributors.
Please recheck, if you edited in the past hour or so.

can be useful in many ways.

Sol Katz was an early pioneer of GFOSS and left behind a large body of
work in the form of applications, format specifications, and utilities.
In the early 80's, Sol assisted in the development of a public domain
GIS package called MOSS (Map Overlay and Statistical System). This
software was arguably the first open source GIS software in the world.
Sol would later go on to release and maintain PC MOSS. He was also one
of the first involved in public data translator utilities. Utilities
that he developed for converting DEMs and reading SDTS files were
contributed back to the geospatial community, and are still available
today. Sol was also a frequent contributor to many geospatial list
servers, providing much guidance to the geospatial community at large.
Sol Katz's collection of GIS utilities at the BLM is still available at
ftp://ftp.blm.gov/pub/gis/. Sadly, after fighting Non-Hodgkin's Lymphoma
for almost a decade, Sol died April 23, 1999 in bed. His legacy will
always live on in the GFOSS world.

Folks,
the nomination period for new OSGeo Charter Members ended yesterday.

A big "Thank You" to all who actively contributed by nominating
candidates and supporting their nominations! Another big Thank You to
all candidates for representing their OSGeo community aspect at the
board level and for electing a dedicated board of directors.

As CRO I am very happy to say that the nomination period worked
smoothly (except that almost nobody cared to email the nomination to
the CRO address as requested... :-).

We now have 22 high level candidates [0] but only 20 open slots, a
number which I simply copied over from last year when I prepared the
schedule for 2012.

As per our "New Membership Process" [1] we can add between 10% and one
third of the existing Charter Membership, in this year this would be
13 to 42 members. My proposal to the board is to accept all 22 members
instead of running an election which would simply exclude two
potential charter members on a more or less arbitrary basis.

Therefore I defer the start of the election process for two days in
the hope that the board agrees with my proposal and we do not need to
have Charter Member elections at all.

many thanks for your nice answer.
I'm writing in English because I can't write in Spanish (sorry!!!) but
Indira will then contact you in Spanish.

I'm involved in OSGeo Edu and I teach at Politecnico di Milano (or better
at the moment  I'm a vice rector of the Como campus of Politecnico di
Milano). I had the occasion of meeting the colleagues from Escuela
Politecnica del Litoral in Milan and offered myself in help them in
organizing a Conference on Free and open Source GIS.
I'm also co-chair  of an ISPRS WG (http://www.commission4.isprs.org/wg5/)
and my WG could also help in organizing the conference.

Today I spoke with Rafael Moreno (who is from Mexico and now lives in
Denver and who organised the FOSS4G Academic track in Denver) and he is
also enthusiast about the idea of organizing a Conference in Latin America.


In my opinion the best is to join the efforts in such a way to maximise the
result.

as I'm in contact for other projects with ESPOL University in  
Guayaquil (Ecuador), I want to ask them if they are interested in  
partecipating to the Academic Network even if at the moment they have  
a very little experience with respect to OS (but they are interested  
in changing from proprietary to OS GIS).
I can try to organize (if they agree and with their help) the first  
meeting of FOS Users and Developers in Ecuador. I did it many many  
years ago in Italy and it was the start of the Italian community.

it is a pleasure to announce the release of GeoShield (version 0.2.1).

GeoShield is a project born to offer a centralized way to define  
security access-control to geo-services.
It acts like a proxy, intercepting all the communications between  
clients and OGC compliant services (WMS, WFS, and in future WPS, SOS).
GeoShield is able to manage users and groups, it handles  
authentication and privileges settings among groups and registered  
services. It is capable to analyse requests applying the filters set  
to the user and manipulating the response.

It is a server side security software to secure OGC services.

The interested people can find the source code and a web archive  
package (.war) ready for Tomcat:

I'm in the Editorial Boarder of a journal (Applied Geomatics) and we  
are volunteers also but we try to define, before, and respect, after,  
deadlines.


In general we succeed.

In any case the most of activities of OSGeo is given by volunteers and  
therefore I can't see the conceptual difference between the Journal  
and other activities. And at the end Tyler was supposed to finalise  
the journal and he is not a volunteer.

However, the OSGeo Journal, for example, is put together by a team of
volunteer editors.

It is hard to make publication commitments when you are working with a
team of volunteers.

Maybe we need to make this aspect of the OSGeo Journal clear to authors
that submit an article. It may not be the best article for articles that
critically depend on hard publication dates.

I agree. Papers submitted to journals should be published in a timely
manner.

Publishers should be forthright with authors and provide clear
publication
time lines PRIOR to accepting articles.

to filter the LiDAr point cloud the most used software is  Terrasolid  
Terrascan

which is a very powefull tool.





* Why did you decide to use GRASS instead of proprietary software?
(Hopefully more than "it was cheaper")



because we developed original algorithms for filtering.
In any case filtering LiDAR data with a high accuracy level is quite  
impossible if you decide to simply use  an authomatic procedure. Our  
method can be an alternative to Terrascan (being the algorithms  
completely different from those implemented in Terrascan) to verify  
the authomatic detection of  terrain points.





* It seems you are officiated with a University? Industry is more  
convinced by case studies that come out of industry, as universities  
are often associated with "smart geeks, who have a high tollerance  
to things going wrong because they can fix it themselves". Is there  
a non-education affilition you can draw upon? Did you do this work  
for a governement department or similar?


No, I work at Politecnico di Milano (so, University) and the  
development of such tools has been made in the frame of a national  
(italian) research project.

if you are interested also in LiDAR data filtering (to obtain from the  
LiDAR point cloud the digital terrain model), we developed  commands  
into GRASS. They have to be used in sequence.

We worked also on calibration of  the filtering parameters (around 20  
parameters) by integrating the USGS UCODE and GRASS. Details are
