Former admin here.

When I became admin in 2012, mentors money was added to OSGeo incomes.
I started a discussion with the Board and current mentors about it, and
the agreed outcome was that the mentors' money should specifically be
allocated for code sprint support. (See budgets from 2013 onwards, and
board list/IRC logs for extended information).

So it is misleading to say that OSGeo retains the money: it is
has been available to projects every year.

I welcome mentors to make use of this year's allocated money for code
sprints - for next year and onwards (assuming OSGeo will apply for GSoC
and gets accepted) the discussion can be reopened. I'm not an admin
anymore but I would be glad to contribute with information about past
decisions.

Wrong assumption. Mentors decided collectively.

I mentored for GDAL during OSGeo's GSoC back in 2007.
I was explicitly asked if I, as mentor, agree to pass the money to OSGeo.
It was Frank Warmerdam (GDAL project manager at the time) or
it was someone else (Tyler Mitchell perhaps),
I lost those emails...

Vicky, why are you saying that?
Mentors money have been so far used as was agreed upon by mentors some
years ago, that is, to donate them to osgeo. Any different proposal should
be agreed upon by all active mentors serving the current year.
I have proposed in two mailing lists to come up with a common proposal, you
have ignored my emails and went on saying that mentors money is not mentors
money.
What is your alternative proposal? What are you requesting?

 we have been organizing the geospatial session and i have every year
 invited our gsoc students to present their works but they couldn't afford
 the travel and accommodation.
 Google also gives 500USD for supporting students travel to conferences,
 you mentors will be asked to propose a name of a deserving gsoc student and
 an event that he or she would like to attend and in case of multiple names
 we will either split the aid or choose among the students. Last year if I
 remember correctly this call was made directly to mentors by google to
 provide names to them of deserving students, but i'm not aware if anyone of
 osgeo made the request or got funded.
 Back to your specific request, Vicky, I suggest you address this to the
 osgeo marketing committee , that is administering osgeo's budget, and they
 should be able to give you an answer.

I assumed this was part of the game: get one slot by OSGeo and it retains
the mentor's money...

But to me make sense to let project use them for their growing and
promotion, for example I would use them to make t-shirt with istSOS and

Really, that is news to me. I never knew we had that option. I think we 
would have liked to fund some additional development for the project or 
defrayed travel expenses for PSC members to go to conferences to present 
papers on behalf of the project.


What is the process for mentors to get the money?

I think at the least we might want to consider giving that money or some 
of it back to the project that did the mentoring and let them decide how 
to use it with some guidelines on use. OSGeo as the sponsoring 
organization should probably get some of it to defray effort of organizing.

Vicky, all,

The mentor mailing list is private because the discussion about students
evaluations happens there, and I'm surprised that you don't know the reason
why it should be private. Anyhow, I suggested that you bring public this
discussion because this is something that must be completely transparent.
My suggestion in mentors mailing list was that the current year 's active
mentors come up with an agreed upon proposal on how this money should be
spent and bring it to board at the time of budget discussion or earlier.
It was for your specific fund request that I suggested to ask the marketing
committee.
This clarification was just for the record.

remit.
