I am looking for some help with a few key statistics to use in my opening 
presentation at FOSS4G

Does any one have some info on 

the number of EU countries that have IT procurement policies which encourage or 
mandate the use of open source?
which countries have based their INSPIRE activities on open source geo (I 
suspect most but would like confirmation)

Hi Steven,

Some clues you can find in a SEIS State of Play report I wrote for EC and
EEA in 2010. It was based upon national reports and as SEIS COM actually
directly pointed at FOSS as the most wanted solution for SEIS
implementation, the indicator No 31 addresses this topic. I recall initially
I proposed 3 indicators related to FOSS but there was not enough information
in the member states for them to be filled.

It's the case in France, and we have a global directive signed by the prime 
ministre stating that opensource software should be used when available :

Most INSPIRE compliant public sites run on opensource software stacks in 
France.

I'd like to add that french agencies are strong supports to OpenSource 
software : French IGN has supported WFS 2.0 implementation in GeoServer, 
BRGM (geological survey) is regularily supporting GeoNetwork throught 
its french fork GeoSource, MeteoFrance has done some good support of 
MapServer, and I'm forgetting much.
