Yes, this happened to me after an upgrade of 6.5 a couple of days ago. I had to edit the prefs file manually to restore the correct settings as all the screens claimed ; was in use! I've added an upgrade script (svn 7321) that will run on startup and set the new screensaverDateFormat and screensaverTimeFormat to the users' current pref for timeFormat and longdateFormat. This presets the new pref so that the user will not see any change unless s/he specifically decides to do so.
