[discuss] Exporting OpenOffice to IRAN

Hello,

I am developping an application that heavily rely on
microsoft Excel at the moment that we are exporting to
IRAN and other countries under american embargo.
The problem is that exporting american software
(Excel), to IRAN is prohibited by american laws, so
the idea is to use OpenOffice instead.
My questions are:
Is OpenOffice american? or is it 'countryfree'?
Does it really have to abide by american laws?
Is exporting OpenOffice (or other opensource software)
to IRAN restricted in any way?

we have a Persian Native-Language community localizing OOo in Farsi.
(http://fa.openoffice.org)
Although asking your legal counsel is a good idea, you should download
their binaries and source and work on it. You won't have any problem as
the builds come from Iran.

I don't know about anyone else on this list, but I would suggest that
these questions are best directed to your legal counsel (or your own
countries trade office).

My PERSONAL opinion is that OOo is countryless, not bounded by USA
laws and therefore _it should_ be ok... but as before - get
professional advice.

Consider that OOo is developed in Europe, not the USA.

Only in the us.

In theory, OOo may not be distributed to, exported to, or used by
nationals of countries which are on the embargoed list.

In practice, OOo has been distributed to countries on the embargoed
list, and used by nationals of those countries. [Their contributions
to OOo have had a mixed history.]

As far as the GPL is concern they specify that this software is not  
bounded to any country. OpenOffice.org is German but since Sun bought the  
development it might be considered american. However Licensing it through  
LGPL makes it countryless.

My understanding is that if OpenOffice.org were to be denied to Iranians on
account of their government having a well-publicized disagreement with the
government of the USA, that would be an act of discrimination, which the FSF in
writing the GPL and the LGPL explicitly denounce - and I am using the word
"denounce" in a quasilegal sense here.  Ie, "repudiate".

So go right ahead.

Just a thought or two here.. The licence is Open and allows no embargo.

By your address you are in France and subject to French Law not Bleeding  
American


If thats the case it would be illeagal under EU law Not to supply it as  
the EU have no embargos YET..


It would also be illegal under the EHRA as it would be classed as  
discriminatory


In fact if the EU try to impose emabrgos on Iran they will have to  
reconcile it with the EHRA as that prescribes it and the basic fundamental  
concepts are applicable to all of Humanity not just residents of the EU.  
Unlike the Americans that accept torture in this day and age so long as it  
isn't on American Soil.


Lastly.. Whoi gives a stuff what the yanks want anyway.. Who voted them  
World Police???


Send it to the Peoples Republic of Iran,, It will save them Laughing as  
they use Their own copies of Office
