You might look into this one. A former webmaster once set it up on a site I
maintain so I still get the emails telling me the site is up or down. Have
never really explored what it can do but it sounds like what you might be
looking for: Please note because I am not intimately familiar with this I am
not recommending or not recommending it. Just might be something for you
that is worth a quick look at.

You can also easy create a monitor system with the cfhttp tag on an outside
machine. Make certain you hit a page that is doing stuff like database
calls, etc. You might have http working but the backend db is down, etc.
It's good to have a check that is going to verify all the necessary services
are running (web,cf,db)
