This behaviour happen since ubuntu 13.04, still reproduciable in 13.10:

Most of the time when I click the Nautilus icon in unity while another
folder in active, Nautilus starts a new window with the home folder.

In fact, it not only appears twice, but many.

  I upgraded to saucy (from raring) yesterday (x86, 32 bit). After the
  first log-in, the weather indicator was on the panel, and I've decided
  to quit from it, since it's unusable for me (always shows 18C, but not
  so important and not the scope of this issue). It exited, but it seems
  it was relaunched all the time I wanted to exit via the menu of the
  indicator applet. At the end I was in the mood to kill the process
  from a terminal window, but still, it was relaunched. So I removed the
  package since it was annoying anyway and I didn't want to use it.
  Finally it was not relaunched again (of course).  According to
  .xsession-errors file:

  Warning: Only changing the first 12 of 10 buttons.

  Script for default started at run_im.

  After some hours of work, the desktop felt more and more slower with
  aggressive swapping. According to top (sorted by memory usage) unity-
  panel-service was at the top with 40% of memory usage!

  I had to kill unity-panel-service (it was re-spawned after all) to
  restore my system into a usable state again. Currently I am waiting
  for the problem to show up again to append this report, but not so
  much till now. I am not sure about the connection between these
  issues, or related at all.

I know this is not about the PPA version, but maybe this workaround
will help to track down the cause. On opening a Writer file from
Nautilus, a duplicate but low-res blue Writer icon appears in the dock.
Opening a second Writer file produces TWO new icons in the dock: one
low-res blue Writer, and one blank white (empty document). I found out
that resetting Unity (unity --reset) fixes the dock's behaviour -- I get
two arrows next to a single Writer laucher icon. However, if after that
I open a third file, the dock still produces a duplicate icon.

  Hi, I had a look at the filed bugs but didn't see any duplicate if so I 
apologise...
  Unity interacts with LibreOffice as a launcher with no docking capabilities 
as with the other programs. What I mean is: I click on LibreOffice icon, the 
program launches, but when it's loaded it's not docked to its icon. Instead 
Unity creates a new icon for the processes of ignote nature and docks from 
there. Have a look at the screenshot I attach: the icon with the question mark 
is in fact a LibreOffice process.

Stéphane: ah, I was trying to click the through and that works now (the
original description says it doesn't). Trying again, I can see that
clicking above the through also moves the slider, but clicking below
doesn't. Is that what you're referring to?

I had the indicator-session problem, and was glad to see it was fixed in
a recent update.  Before the indicator-session fix, I did not have any
problem with indicator-datetime.  Now I do.

Logging out and back in takes care of it, I don't have to reboot.

13.10 64-bit here, from a fresh install.

  the help overlay. Holding Super worked before upgrading. Tapping the

  applications. In Compiz Config Manager, under Ubuntu Unity Plugin -
  Launcher, the Key to show the Dash, Launcher and Help Overlay is set
  to Super. Under Ubuntu Unity Plugin - General, Enable Shortcut Hints
  Overlay is checked.

In a discussion on IRC the other day, it was considered better to create
a new accountsservice method to deal with this issue than to make
SetLanguage behave differently depending on platform.

However, later on it struck me that this whole issue is due to the UI in
language-selector, which - unlike all other UIs for setting the user
language - sets a LANGUAGE priority list. After having given this some
more thought, I think that a new method would be to overdo it. Instead I
have uploaded a change that checks for the existence of the language-
selector-gnome package. If it's not there, LANGUAGE is assigned only a
single language code.

One note  I would like to add is, even though I get the Sorry, there is
nothing that matches your search message when I first open Dash and
there's nothing in the search box, if I enter something, like Calc or
Screen, I'll see icons for the applications that match the search
criteria.  Using this, I'm able to start the frequently used
applications that normally would appear as recently  used applications
when I first open Dash.

  datetime, much less features whose states change over time.

  So, adding this ticket as a line in the sand to remind myself to
  improve this in the 14.04 cycle.

  Impact: high CPU/memory usage from unity-panel-service

  Test case:

  Open a large image in the GIMP and activate a lot of items from the
  global menu. Using shortcuts is enough and faster to reproduce this
  bug (I've always used Ctrl+A and Ctrl+Shift+A). Memory usage of unity-
  panel-service increases steadily and it uses a lot of CPU shortly
  after activating the menu items in a short time.

  Regression potential: check that the menus are stable/working as they
  should

  Just going about my business on Ubuntu Raring amd64 on an x230 and I heard 
the fan kick into action.  top showed me that unity-panel-service was consuming 
all the free cycles on one of my CPUs.  I killed it before my machine 
overheated, so I didn't attach a debugger to see why it was totally pegging out 
a  CPU.

  I'm not sure if this adds any context, but I was using a LibreOffice
  spreadsheet and I could not insert a table because the menu had lost
  it's mind, and then I observed the overly loaded CPU a very short
  while after that.

For me it happens every time I try to copy files to my pen drive. The 
difference I see in the panel is the copy file progress within the folder icon.
While the copy is in progress, the unity-panel-service takes almost the 100% of 
the CPU usage.

I have a laptop with an NVIDIA graphic card running on 13.10.

I don't think disabling the power menu is an acceptable solution for
those of us who are using laptops, since I would still like to see my
laptop's battery status. It would  be better if there was a way to
remove the mouse status from the power menu.

Needless to say, Logitech is a huge vendor, so this bug probably affects
a lot of people.

I see this happening often with different LibreOffice applications when
they try to show tooltips. Same error also happens sometimes when
screensaver is on and I move the mouse. This happens even with Ubuntu
13.10

Some other thread mentioned that it might be related to the graphic card
used: NVidia 8800 GT in my case.
