Maybe nothing.  Perhaps at some point people just need to realize that 
they can't control everything.  If bad people use money, cell phones, cars, 
guns, the internet, encryption, and private meetings to help achieve their 
goals, then so be it.  I do not wish to regulate or ban money, cell phones, 
cars, guns, the internet, encryption, and private meetings in an effort to 
stop them

I think the problem with a download page would be that users can just copy
the URL and then post it to everyone and sundry to download for free.
If that is the case, you'd need to either mask the URL, use a popup that
forbids rightclick or set the access permissions for your site in such a
way that the url can not be accessed directly but only through a link from
within the site.

To then still make it possible for the legit user to get to the download
page, you'd need to set a password page with login and embed the password
in the PAYMENT URL=.
This would then look something like this:
yoursite.com/downloads.html?pass=legit

A more elegant way would be to use some php, but then that would also be a
bit more complicated.

Also, you will need to mask the code of the order button.
Cause if the code reveals the download URL, then all a user has to do is
look at the source code, copy and paste the URL and start downloading
BEFORE proceeding with payment.

Maybe the easiest solution would really be to email the package [depends
on the size, of course] through an autoresponder.
Then your PAYMENT URL would link to a page that has a field where users
enter their email address and the autoresponder sends them the ZIP.

Finally, just a thought, why are you concerned about people downloading
without having paid? People with that type of mind set will pay once, add
the ZIP one of the freehost sites and spread the word that everyone can
grab it from there.

So unless you start issuing registration codes to open the ZIP, which
would fix about half your problems, you might just save yourself the time
and energy and simply hope that the number of honest people who pay before
downloading is large enough to support your business.

Not to be too obvious or anything, but blocking right clicks doesn't really stop 
anyone from looking at the page source and getting all the url information.  The only 
particularly secure way of protecting files from being download without pay is to use 
a database with the Status_URL and only allow downloads from the download script after 
the e-gold system has posted to status_url and that information has been validated.

Of course protecting the download itself can only go so far.  People can of course 
still download it once and post the file for everyone and their brother.  There isn't 
really a way around that particular issue, unfortunately.

I actually think that most of the items in the Patriot Act dealing with
finance must have been made by people who don't have a clue about the
business.
Point in case:
We [ www.cyfrocash.com ] used to buy endorsed, third party cheques to
allow foreigners to easier do business in the US and vice-versa.
Things went well and we kept records of transaction details, although as a
non-bank we don't have any reporting obligations.
Then came the Patriot [Parrot?] Act and our bank informed us that they
can't accept third party cheques anymore - even if we had been dealing
with individual clients for years, had photo IDs on record, met some of
them in person, etc.

This would have cast the 'Die' for about 70% of our business.
But, guess what? It's perfectly all right to present cheques that are made
out to us of course.
So, now our clients ask their customers to make all cheques out directly
to us, send them to us, we cash them and forward the money. Things got
much easier for us...

And you know, they shot themselves in the foot with a large calibre. This
is why: Before we had traceable records of everything. Now, under the new
rules there is no third party paper that mentions the name of the
recepient. Meaning, to proof wrongdoing of any of our customers the GOV
now only has circumstancial evidence, rather than actual records.

It's insane, but the new rules would have turned a legit cheque buying
service into, well, a money laundry heaven - if we didn't have an eye on
unusual transactions - which, as a non-bank we are not obliged to do
unless the total value of single transactions exceeds $10,000 [and even
then its arguable how far our obligations actually go].

To get to the point: As long as rules are being tightened for legit
businesses and at the same time create huge openings for criminal elements
the people who tighten the rules are building themselves springboards for
much worse rules to come...

The only thing that keeps operations clean is the goodwill of the
operators or processes complicated enough for criminals to bother.
