Don I didn't see it first. So took Sis to dinner had pizza and when I
cam back rechecked again. I found a pin on relay K14 that had a bad
solder joint. So re-flowed all of them in the area.
VCO Test now 8587.24 mhz
-
VCO alignment voltage easily adjusted to 6.00vdc at 4.000 Mhz
3500 vdc is 24.99vdc
-
I'll continue along
As always thanks again thanks for you superb knowledge and assistance

RC,
The PLL is just fine, but the VCO is not on the proper frequency - and
that fact is why the voltage at R30 does not adjust - it is simply too
far out of the expected frequency range.
It sounds like C71 is not actually connected in the circuit. Check the
soldering, particularly in the VFO Range Selection area. Look at the
schematic (RF Board sheet 1) to identify the components connected to
relays K13, K14 and K15. Be certain those relays and varactors are
oriented correctly.

Hi freq=12098.28
Lo freq=12083.48
range=14.76
Range must be between 9.8 and 15Khz

VCO
CAL FCTR Test TP1 should see reading between 8 and 10 MHZ
actual reading is 18, 493.77 MHZ
I think this is a little high
VCO voltage does not adjust
DMM flickers at 0.017 / 0.18 vdc
