In my more than thirty years of program management and contract work in industry it always meant either to be determined or to be defined. I think that TBD is more accurately called an initialism and not an acronym. An acronym is a word formed by letters of a phrase or sentence such as sonar or radar. For example, CEO, HTML, and SQL are all initialisms. And, SQL has a common practice of pronunciation of Sequel although technically that is not correct and I believe the SQL standard stipulates this. Where I came from (raised on English) it means To Be Done (which might include that something need to be determined or simply that there wasn't time to do it yet). And that's the bane of abbreviations. They don't mean exactly the same thing to two different people - sometimes they mean exactly the opposite! Or that can be shortened to JAA - Just Another Acronym. In selected presentations in my long past, I sometimes used the abbreviation IHA in jest, hoping someone might ask what it meant (I Hate Acronyms)! Often it just passed without comment, and that is sad - communication requires speaking and writing so others can understand even if they cannot crawl inside our brain.
