Don, You should call it "OK" - the emitters are closest to the edge of the board, the collectors are furthermost from the board edge. Whenever circuit resistance values seem low, reverse your DMM leads. Many DMMs produce enough voltage when measuring resistance to begin to turn some of the junctions in the transistors on, making the readings look low.
