This does NOT apply to product that the manufacturer has released into
the supply chain on or before the deadline date. 'Release into the
supply chain' has been interpreted that the manufacturer has no
immediate contact with the product, i.e. it is not in a distribution
outlet or storage under his control.

Without getting into details, the main point is that it is brutal (and even
that is an understatement), and it is expensive. A full-on test involves
everything from EMI compliance, to earthquake testing, to flame and fire
tests. Costs can easily run to US$100,000 and time to do the test can range
from 6 weeks to months. There are several independent test labs in the US
that can do the testing. I have not personally put any equipment through
NEBS, but last spring I spent a couple of days at a test lab in the San
Francisco Bay area  (MET Labs)  looking at their capabilities and how NEBS
would impact the design of  our  telecom power electronics equipment.
Perhaps others with more actual testing experience may be able to fill in
the details.

I respectfully disagree with Paul. While I'm sure there are some reliability
functions that are effective working in engineering or manufacturing (i.e.
that management really understands the importance and makes it a priority),
I believe it's the exception not the rule.  The reliability function
generally should report to an organization independent of manufacturing and
engineering. This ensures honesty in decion making by making sure all
viewpoints are really considered and can be taken all the way to the CEO if
the issue is important enough and won't be stifled by an executive who
really has a different agenda. Or stopping a part that's being pushed
through the ECO process before Reliability has their time to evaluate the
part.  We all know the game...If you have reliability buried in
manufacturing such as the quality organization usually is, input from R&Q
are usually overriden because management in mfg is evaluated on quantity and
not quality/reliability of design. Evaluating on Quality is usually nothing
more than lip service and bad news will get filtered up.  Reliability is no
different than how most compliance organizations should be set up, IMO.

Doug,

After July 1, 2001, EN50082-1:(1992 or 1997) no longer gives a presumption of
conformity for ITE to
the EMC Directive. This is, of course, assuming your product is ITE, then
EN55024 must indeed apply.
Your declaration of conformity also needs to be updated to reflect this. If your
product is not ITE,
then another immunity standard will likely apply to your product.

EN 55024:1998 only supercedes EN 50082-1 if your product is by definition
ITE equipment. Assuming your product is ITE, if you intend to sell that
product after the date of withdrawl 2001-07-01, the product has to comply
with EN 55024 and this has to be noted on a new DoC.

USB Interface and Cables

Greetings,

We have an analyzer that is controlled by a standard PC through the USB
interface. When performing Fast Transient Burst test on the analyzer (according
to EN61000-4-4 Level 3) at 2KV the USB communications goes down and does not
recover without re-powering up the unit.  We found that the 3 meter long USB
cable we are using has a poor connection between the connector's backshell and
the braid-over-foil shield.  By cutting open the cable and improving this
connection, the system passes all immunity tests.

Knowing this, we have been trying to find a manufacturer of USB cable that has a
better quality cable and has a good low impedance shield/ground connection from
connector to connector.  We have received samples from 6 different manufacturers
but have not found any that has consistent quality.  They all seem to use the
same basic construction methods.

Has anyone else out there experienced the same problem we are having?  Can
anyone recommend a cable vendor that produces a good quality USB cable (US
source preferred)?

We know that most PCs are only tested for Fast Transient Burst to Level 2 (1kV
on AC, 500V through Clamp).  Does anyone know if the USB interface is only
specified to work in a level 2 environment?  Are we exceeding the USB abilities
by trying to get it to pass at level 3?

LVD - Test lab in EU

Hi all,

We are searching for a test lab in Europe, which can carry out electrical
safety tests on a Residual current monitor (earth fault detector).

We assume that electrical safety on this unit is covered by the harmonized
LVD standard EN62020:1998/IEC62020:1998 Electrical accessories - Residual
current monitors for household and similar uses (RCMs).

Been in contact with DEMKO/UL (Denmark), SEMKO (Sweden), SP (Sweden) and
NEMKO (Norway), but it seems that they have problems with this standard.

Any suggestion of other relevant test labs in EU?
 and contact persons, please ...

Doug,

After July 1, 2001, EN50082-1:(1992 or 1997) no longer gives a presumption of 
conformity for ITE to
the EMC Directive. This is, of course, assuming your product is ITE, then 
EN55024 must indeed apply.
Your declaration of conformity also needs to be updated to reflect this. If 
your product is not ITE,
then another immunity standard will likely apply to your product.

If you choose to apply standards, then each of every unit placed on the
market or into distribution after the DOW of 2001-07-01 must comply with
EN55024 and this must be stated on a new DoC. Re-testing is only required if
a requirement of the new standard differs from the old standard and the
requirement is applicable to your product.

YES, to EN55024.

Only for products sold before July 2001. For products sold after this date
you have to issue a new declaration (to EN55024).

NEBS compliance is required by the US Regional Bell Operating Companies
(RBOCs). The major aspect of this consist of Telcordia standards (
www.telcordia.com  ):
 
GR-1089-CORE:EMC and safety
GR-63-CORE:Environmental
 
If you have products that must comply with NEBS, you need to purchase these
standards and review them, the requirements are substantial and definitely
have an effect on the design of your product. They also have an impact on
your schedule and budget as the testing can easily take 2 months and cost
$100k (if you pass).

3H AC Source

My AC source just died. Manual & schematics we have are not for this
particular model (3H Industries Model 3001). Does anyone have a manual that

Any part or device that's mission critical  (for lack of a better
phrase)
needs reliability. There are wide range of functions that reliability
engineers perform, so it's necessary to define exactly what it is this
reliability person will be doing. Someone in aeronautical reliability
will have a vastly different job function than say someone in an
integrated circuit mfr-ing environment. Someone who's a reliability
engineer could have their whole career in the hard-drive industry
and yet some other reliability engineer could have their whole career
in the automotive industry.

Define exactly what it is that is required of these people. In other
words,
if all the customer requires are calculated MTBFs, that's easy.
Internally,
the reliability engineer should be constantly comparing calculated
failure
rates with actual demonstrated failure rates from the field. From
either
the calculated failures or the actual demonstrated failures, the
reliability
engineer is the one to *advise* how often things will perform for the
given requirement and how often things should be inspected, replaced,
or maintained.

It can be a huge job, or it can be made very simple.

First, a widely experienced person to define what it is required of
the Reliability department, what inputs will be used and/or monitored,
what tools and standards are needed to be used or followed, how
the data is to be massaged, and to whom the results are to be
presented.

Then the staffing moves into (depending upon what this company is
and how big) people who are able to do failure calculations, glean
out demonstrated failures in the field from Customer Service, and
who can do testing in a lab.

Yes.  Ultimately, reliability should be part of say Quality.  And
Quality should
be a department seperate from engineering and mfr-ing. Some here may
shudder at the thought but that's just my opinion.

Refine the way customer service reports and returns from the
field are done.

Hi Pierre,

Here is my suggestion: request this information from the manufacturer (I
doubt you will get it), buy the tablets and conduct this test in your own
lab.

Dear members,

I work on a loudspeaker project in the frame of UL6500.
Reading the standard, I understand that the cloth used on the front of the
loudspeaker (external to fire enclosure) has to be tested according the
"tablet test" (see Table 13).
Do you know this test ?
Do you know if this information can be provided by the cloth manufacturer ?
