Hello Cecil, It may depend on the product, but I can offer what our experience has been. Our offices around the Asia-Pacific region usually approach the question from the point of view of wire line telecom equipment and not from the non-telecom ITE context. With that said, as far as we know there is no requirement for separate EMC certification in any of these markets. In some, when we prepare a client's telecom approval package we'll include an EMC report (against CISPR22 or a variant) for reference, but it's only for reference in these markets. ITUT K.44
We are in the process of performing evaluations to ITUT K.45, which references K.44 for test circuits and methods. In K.44, there are both couplers and decouplers referenced, when connecting the surge generator to an EUT and between the EUT/generator and adjunct equipment. These devices are not allowed to affect the surge waveshape. What are used for the couplers and most especially the decouplers? Large value capacitive couplers and large value inductive decouplers? In addition to a detailed application procedure that must be completed in Japanese and according to TELEC's format, testing of the equipment is required either at TELEC or at an accredited laboratory. There are no such laboratories outside of Japan right now. Testing is to standards published by the Association of Radio Industries and Businesses (ARIB). We were asked to look at a device for Japan not long ago operating in the 433 MHz band and were told that the frequency was not available for that application. You should look into these specifics for your device (or have someone do it). Bluetooth should be no problem. The applicant for the approval may be a foreign company. Once the equipment is approved by TELEC it must be labeled accordingly. Korea Approval for radio equipment is issued by Radio Research Laboratory (RRL), which is organized under the Ministry of Information and Communications (MIC). The application procedure is handled all in Korean, and testing must be performed at RRL or an accredited laboratory. I don't know of any of these labs located outside Korea. Testing is to Korean national standards. The applicant for the approval must be a Korean company. Approved equipment must be labeled. Taiwan Approval is issued by the Directorate General of Telecommunications (DGT). Testing must be completed to the LP-0002 standard for low power devices by an accredited laboratory. There are laboratories in Taiwan, as well as some (perhaps only one?) recognized outside of Taiwan through the APEC TEL MRA or other MRAs. The applicant for approval for most equipment must be a Taiwan company that holds a radio license. Approved equipment must be labeled. Singapore Approval is issued by the InfoComm Development Authority of Singapore (IDA). Equipment must comply with the technical conditions of IDA standards (TS 14 for the RFID, TS SSS for the Bluetooth device), however IDA will not require testing of the equipment. They will review existing international test reports to grant the approval. The applicant for approval must be a Singapore company that holds an IDA dealer's license. Switzerland has adopted the RTTE Directive. In doing so, any CENELEC exposure standards that address your products would be applicable for the general public. Those standards are based upon the Council Recommendation which in turn is based upon ICNIRP 1998 guidelines for exposure of the general public. Hi to you all, Referring to EN61000-4-4 Figure 7 General set-up for laboratory type test. Two reference planes are shown. One along the bottom edge of the figure which I believe implies a plane beneath ALL equipment shown - e.g. the floor of a screened room - and a second plane specifically beneath the capacitive clamp. If testing is performed in a screened room, is the second reference ground plane required? If it is required should it be bonded to the overall reference plane ( it is insulated from the overall reference plane by floor tiles)? If not required should the clamp be bonded to the overall reference plane? Your views and comments would be most appreciated. Re: Radio approval i Japan
Hello Kim, Basic approval requirements for radio devices are as follows: Japan Approval is issued by the Telecom Engineering Center (TELEC). In addition to a detailed application procedure that must be completed in Japanese and according to TELEC's format, testing of the equipment is required either at TELEC or at an accredited laboratory. There are no such laboratories outside of Japan right now. Testing is to standards published by the Association of Radio Industries and Businesses (ARIB). We were asked to look at a device for Japan not long ago operating in the 433 MHz band and were told that the frequency was not available for that application. You should look into these specifics for your device (or have someone do it). Bluetooth should be no problem. The applicant for the approval may be a foreign company. Once the equipment is approved by TELEC it must be labeled accordingly. Korea Approval for radio equipment is issued by Radio Research Laboratory (RRL), which is organized under the Ministry of Information and Communications (MIC). The application procedure is handled all in Korean, and testing must be performed at RRL or an accredited laboratory. I don't know of any of these labs located outside Korea. Testing is to Korean national standards. The applicant for the approval must be a Korean company. Approved equipment must be labeled. Taiwan Approval is issued by the Directorate General of Telecommunications (DGT). Testing must be completed to the LP-0002 standard for low power devices by an accredited laboratory. There are laboratories in Taiwan, as well as some (perhaps only one?) recognized outside of Taiwan through the APEC TEL MRA or other MRAs. The applicant for approval for most equipment must be a Taiwan company that holds a radio license. Approved equipment must be labeled. Singapore Approval is issued by the InfoComm Development Authority of Singapore (IDA). Equipment must comply with the technical conditions of IDA standards (TS 14 for the RFID, TS SSS for the Bluetooth device), however IDA will not require testing of the equipment. They will review existing international test reports to grant the approval. The applicant for approval must be a Singapore company that holds an IDA dealer's license. The policy for emc-pstc postings allows for posting of availability of used or surplus equipment commonly used by subscribers to this listserver. (See the Charter that was sent to you when you subscribed.) However, the policy does not include advertising of any kind. So, how do we decide whether or not a posting is for used or surplus equipment, or is advertising? Here are some criteria: 1. The offer is for specific equipment by a person or organization who is not a manufacturer or a rep, but is a user of such equipment. 2. The person or organization is not in the business of disposing of equipment. 3. The offered equipment is of a type that is applicable to the work of emc, safety, and telecom professionals. 4. A contact person is clearly identified as well as how to get in touch with that person by telephone as well as e-mail. 5. The offer includes the address where the equipment is physically located. However, a manufacturer or a rep may, in response to a posting that requests data, post a message indicating that he manufactures or reps equipment that may be useful for this situation, and exactly how it can answer the posted situation or question. He must include how to get in touch with him off-line. This can, of course, be abused by a manufacturer and a shill. We will find this out and make it public. Abuse of our advertising policy is nearly suicide on the part of the manufacturer or rep. All subscribers understand the policy. We trust our subscribers to abide by the policy. If the policy is abused, then that speaks for the integrity of the manufacturer or rep. Our subscribers are unlikely to do business with a manufacturer or rep that abuses our policy.
