Was at an NRTL/CAB site yesterday. Noted a small group lurking - assessment
engineer said they were part of an OSHA audit team. I recognized one member
of the audit team from another NRTL down the road.

Does the U.S. OSHA use NRTLs to audit each other?

[PSES] Temporary Measurement Sites

Many companies can not justify the cost of a measurement chamber for radiated 
emissions - not to mention the cost of an EMC engineer to run it. I completed 
an article on how I set up temporary radiated emissions measurement test sites 
in client buildings and offices. This may help you when you find the need to 
perform troubleshooting or pre-compliance testing prior to qualification 
testing at your own facility.

[PSES] Ergonomics Aspects - arrangement of TERMINALS in IEC 61010:2010

I would like someone to verify my thoughts in IEC 61010-1:2010 section 16.2
d) Ergonomics Aspects - arrangement of TERMINALS.



This clause is a bit obscure (possibly incomplete) and to be honest makes
no sense in the ways I have seen it used so far.  This new section 16 is
all about ergonomics and here we are suddenly we are referencing
“terminals” again.  In the Standard and in the TRF rev. H, the word
TERMINALS is printed in the font small caps Arial, which indicates it has
an official definition in the balloted portion of the standard.  IEC
61010-1 section 3.2.1 defines TERMINAL as a “component provided for the
connection of a device to external conductors”.  My feeling is this subject
is very well covered in sections 5, 6, 10 and Annex F and a reference is
ergonomics seems out of place.



Ergonomics has to do with hazards related to long term exposure of
repetitive motions and activities. Therefore, this cannot be about a
one-time or very infrequent task of installing of a wiring terminal which
is hardly enough for repetitive stress injury.  Note: There is no such
thing as an ergonomics emergency.

 For the sake of clarification, the note in section 16 refers to these
standards: EN 894-2, -3, ISO 9241, and SEMI S8.

After re-reading each of these standards, I found “terminals” are always
referring to Visual Display Terminals (VDTs); either CRT or flat panel
types and with or without active touch surfaces.  So I must conclude, in
the section 16 of IEC 61010-1 “terminal” is about visual displays.

Therefore, the test report form responses to “arrangement of terminals”
should be along the lines of viewing angles, heights, or N/A.

NRTLs are under to oversight of OSHA, although I was not aware they would
do field surveys like this.

OSHA only uses OSHA employees to conduct NRTLaudits and assessments.
The NRTL program does not operate on a peer assessment type of
system.

Am aware of the OSHA requirements for NRTLs (29CFR1910.7), as I was recently
involved in an issue pertaining to the legal requirements vs internal policy
of a test lab.

CAB accreditation programs in North America are not as transparent as the
legal code would indicate. Vee have vays, I vill know... (apologies to my
favorite German CAB engineer).

[PSES] Interview Questions

Hello All,

I have recently been tasked with writing a set of questions that job
candidates would need to answer at the same time they apply for a
position requiring  knowledge of product safety evaluation, testing
and practices.  These questions would serve as an automated pre
screening mechanism.  Questions like What does the term creepage
distance mean? would be perfect , however the challenge that I am
facing is finding questions that the answers are not easily found
using Google.  If anyone has any product safety related questions that
they would not mind sharing, I would greatly appreciate it.

When I was at TUV the OSHA auditors for our NRTL accreditation were actually 
from the Department of Mines if I remember correctly but maybe it has changed 
in the last 12years?

For our CB accreditation CENELC did use auditors from other notified bodies 
like CSA and VDE.

Well don't try - what is the sound of one hand clapping I asked Siri (iPhone 
assistant thingy) and she gave me an answer. (Silence)
Try to avoid definitions and work the question so they have to demonstrate 
knowledge of what things do.
You might try, if you have inadequate creepage distances what alternatives 
might be available? (through insulation is what I had in mind) 
They can look up creepage distance all night long but unless they known a 
little something about what is being accomplished with creepage distance they 
can't come up with an alternative.

NRTL audits on behalf of OSHA.

You could ask them for a hipot voltage per 5.2.2; I don't believe the table
is available via google;  you would also be able to evaluate their useage
of the table, conversion from RMS to Peak voltage, AC vs DC, etc.

You could also ask them to summarize the requirements for a fire or
mechanical enclosure; things like that would require more experience than
just reading 60950...

Not sure this is what you are looking for; but the 110-230V unit is rated
as a range, so the tolerance would be below 110 and above 230.  The 110/230
V has two distinct rating ranges, so the tolerances would be above and
below 110 AND above and below 230VAC.  That's the first thing that pops
into mind, anyway.

PS: Who operates at 110VAC 50Hz?

Pre-screens that attempt to minimize consumption of a candidates' time is a
good thing.

What if the candidate logs in to answer one or two questions that evaluate
engineering judgment and/or problem solving? Perhaps you have to consider
that the  knowledge of... stuff cannot be used as a first-pass screen.
This is best evaluated in-person.

I have had several interviews that focused on knowledge (facts) questions -
useless if it is something that can be looked up by a 2-second computer
search of the a standard or on-line data. The more obscure the knowledge
element, the more likely that it can be rapidly found with access to the
correct documents. With exception of one company, I am glad that they
('fact-based' interviewing companies) passed me up or I passed the company
up. A fact-based interview is shallow. Problem-solving interviews indicate
depth of thought by both the interviewer and the interviewee. Realize that
the superior candidates will also evaluate the interviewers.

The best compliance-related questions that have been posited to me follow:
1. After a few minutes discussing the circuit in a schematic - 'What is the
method that this converter uses to detect overload, how would Type-Test it,
and why?'
2. Is this code safety-critical? Why or why not?
3. Provided simple fly-back converter schematic and PCB layout and WV table
and calipers - 'Evaluate the spacings and provide general component
requirements for the circuit node outlined on the schematic'.
4. 'Do you prefer Agilent or R/S? Why?'

Back to the original question... Of course, an interview is much better for 
assessing this type of knowledge, but if you have to have questions on an 
application where candidates fill it out from home, you could ask questions 
based on personal experience, such as describe an experience you have had 
where you solved an issue with creepage distance and how you did it or 
something like that. People could always just lie and make something up, but it 
should be pretty easy to tell if someone has no idea what they're talking 
about. Much harder to Google this type of specific problem and solution, I 
would think.

I think it was just an aside question. But Japan is 100 V, not 110 V.


And a voltage switch is NOT necessarily required. Think auto-switch

That DOES a better compliance person. Some would (in error) say 
'110/230' marking demands a selector.

That's not always the case. I've had experience with auto-ranging 120/240V 
products where no voltage selector switch was needed.

Back to the original question... Of course, an interview is much better for 
assessing this type of knowledge, but if you have to have questions on an 
application where candidates fill it out from home, you could ask questions 
based on personal experience, such as describe an experience you have had 
where you solved an issue with creepage distance and how you did it or 
something like that. People could always just lie and make something up, but it 
should be pretty easy to tell if someone has no idea what they're talking 
about. Much harder to Google this type of specific problem and solution, I 
would think.

Pre-screens that attempt to minimize consumption of a candidates' time is a
good thing.

 

Reminds me of back around 1994, when I interviewed at a now World-famous
company for a position as an EMC engineer. I spent a very long day talking
with 5 engineering groups, each of which had classic problems (shielding
effectiveness, internal coupling, export compliance, CE  RE). While I can't
say I fixed every problem, I was able to set each group on a righteous path
to their goal. And a few days later, their HR droid told me that, on
reflection, they now thought they didn't really need a full-time in-house
EMC guy. So that's how they were so profitable!

 

The best compliance-related questions that have been posited to me follow:

4. 'Do you prefer Agilent or R/S? Why?'

Well don't try - what is the sound of one hand clapping I asked Siri 
(iPhone assistant thingy) and she gave me an answer. (Silence)
Try to avoid definitions and work the question so they have to demonstrate 
knowledge of what things do.
You might try, if you have inadequate creepage distances what 
alternatives might be available? (through insulation is what I had in 
mind) 
They can look up creepage distance all night long but unless they known a 
little something about what is being accomplished with creepage distance 
they can't come up with an alternative.

facing is finding questions that the answers are not easily found

they would not mind sharing, I would greatly appreciate it.
