2001 RMCEMC Symposium Advance Notice
To all interested parties (especially those who could not get to Montreal!!) The Rocky Mountain Chapter (RMC) of the Institute of Electrical and Electronic Engineers (IEEE) Electromagnetic Compatibility (EMC) Society will hold its 11th annual Regional EMC Symposium on Wednesday, October 3rd, 2001 at the Radisson Inn Greystone Castle, North Denver, Colorado. The annual symposium is a key element of the Chapter program, which is focused on providing the regional technical community with valuable EMC training and education. This year we are pleased to further expand our technical program to provide multiple technical tracks including: ¨ Full day Tutorial on Fundamentals of EMC by Dr Clayton Paul. Dr Paul is the author of 12 textbooks on electrical engineering subjects, and has published over 200 technical papers, the majority of which are in his primary research area of electromagnetic compatibility (EMC) of electronic systems in EMC. ¨ Technical papers on current topics by regional and national authors ¨ Workshop sessions exploring selected topics presented by experts in the EMC field. ¨ Exhibits of products and services related to EMC, including many international firms. Announcing a SI TC within the EMC Society
Hello, I am very pleased advise you of a new Technical Committee that has been formed within the EMC Society. The Committee is: TC-10 Signal Integrity. The Mission Statement as approved by the BoD is as follows: This committee is concerned with the design, analysis, simulation, modeling, and measurement techniques useful in maintaining the quality and integrity of electrical signals. These activities encompass all aspects of signal integrity from the integrated circuit level to system level. Somehow, (I think I left the room :-0)during the proceedings I was elected Chair of this new TC. Franz Gisin (Sanmina) is the Vice-Chair. Activities: The Committe will be sponsoring a Workshop on Signal Integrity in next years EMC Society Conference. Furthur we will hold a special session within the body of the conference if enough papers are submitted and accepted with Signal Integrity content. It is not too late to submit a summary of a paper for consideration and we invite anyone with something to say to participate. EMC Safety - Perfect together??/
Hi Tania, Well I think the metric that should be used is the number of user safety related occurences of IT equipment..I'll bet the number is low.!! Having been involved in Safety for a couple of years I was struck by the different approaches that the compliance regulators adopted. To be fair the system level approach IS the correct approach for EMC - after all the final assembly is the mechanism that will radiate or be susceptible. However, the EMC industry is facing a crossroads. If the regulators continue to maintain the current methodology(like King Canute) inspite of the tsunami of electronic products, then I fear there is no future for the standards. After all there are many bright managers out there who will come to the conclusion that the emissions test is voided by the sheer volume of product that is released and the inability of mnufacturers to maintain the compliance without crippling cost and schedule. I think the FCC would say- Yes!! However - with component level tests you would not be. OK - Before you all jump all over me.. Yes there will be cost added to the components. After all it is hard to skim every cent out of a part when you do not know the system it will go in. However the advantages from a compliance standpoint are many. Here are some I can think of: 1. Testing can be done either on the bench or in a chamber 2. Testing can be done without the entire system 3. Testing and debug can be done during the design phase. 4. Once completed - the component can be immediately released. 5. System tests can be cut to a minimum. 6. There is some assurance that the assembled product has had mitigation work done on the\ components irrespective of the manufacuring location. 7. I think the answer is that the FCC allows declared compliant devices to be sold in another unit WITHOUT testing. This has allowed PCs on the market with as much as 30dB over Class B limits. Why did the FCC put in place a compliance methodology that guarantees non-compliant products are released? The answer IMHO is simple. Volume. Sheer volume of PC manufacturers and PC related products. Manufacturers of assembled PCs didn't bother with the test anyway so the FCC tried to make some sense out of it. The time had come for the regulatory bodies to face facts. Even with the high number of non-compliant products, stuff seems to be working OK. I would suggest that the regulatory bodies either relieve the emissions spec limit by 20db ( thereby allowing diligent manufacturers to save money) and/or rewite the standards to reflect the process our safety brethern use. Hello, Just want to throw my 2p --ooops 2c in. This issue ( of ITE universally being Class B ) is not new. It started way before 1995 when the generic standards were released mandating that all equipment NOT tested to the heavy immunity should be tested to Class B emissions. I remember distinctly then a shiver going up and down my spine!! You see, unlike the very ordered and structured approach of the FCC who defined emissions limits to whom you were selling - the EU regulators decided to define the emissions limits based on installation. In the US that might be one and the same - after all, who lives in a factory. In Europe the situation is not so clear. It is perfectly possible for folks to live cheek-by-jowl with businesses i.e. in the same apartment complex. Hence the push ( I think) for Class B everything for ITE. There is also this presumption of quality. A Class B piece of gear has lower emissions. Therefore the quality must be higher. Presenter: Professor Edward Kuester Department of Electrical and Computer Engineering, University of Colorado at Boulder What you will see: This talk will be part seminar, part tutorial, part give-and-take with the audience. Historically, an electrical engineer's education provided a solid background in circuit analysis, and touched somewhat on other subjects (like computers, power conversion, electromagnetics, etc.). Much of what a working engineer was called upon to do could be accomplished by building on this foundation of circuit theory. As our use of the frequency spectrum pushes ever higher (1 GHz computer processors, cell phones at microwave band, and so on), designs can no longer be made purely on the basis of classical circuit concepts. Professor Edward Kuester tells students in the beginning electromagnetics class that EM fields are really the basis of everything we do outside the quantum level in electrical engineering. Does this mean that you have to be an expert in EM \to design anything these days? Or can the impact of Maxwell's equations be understood in a simpler way, using ideas already familiar from electric circuits? Methinks I must protest against the keep adding until no more than xdB. As near as I can tell that was put in place by the FCC and others to minimize cable bundles - I cannot see how that applies to rack systems. The fundamental truth is that - no matter how one rationalizes it - if the full system is not tested then you flat have no idea what the real emissions profile is. Come on stop rationalizing - admit that there will be systems in the field that fail - and move on. This is a byproduct of volume vs test. The problem of measuring an EUT signal close to an ambient is not new. There have been various techniques tried to resolve it but the problem still remains. Try these: 1. Look in ANSIC63.4. (I am not at my desk, but this document may provide some guidelines) 2. Center the SA on the machine signal. Now reduce the Res B/W until you can discriminate between the ambient and the signal. Now take the measurement - noting in your test report the actual B/W used. ***WARNING** Keep a close eye on the amplitude of the signal. Dual names on regulatory labels
Hello!! I have a question regarding dual manufacturers names on a regulatory label. From an EMC perspective: The situation is that Company A wishes to buy product from Company B and resell using Company As name and model number. In order to save time, Company A wishes to use BOTH sets of model numbers on the SAME label as well as using company B licence numbers etc. Is this legally acceptable??

I just want to throw in my two cents... ESD from rescue helicopters has killed more than one rescuee as they reached for the cable. That is why the choppers drag the cable to the person rather than dangle it above. So the scene from Red October is over dramatic in the sense that no-one executes rescues in that manner any more!! ***MESSAGE #2*** Ignore first message!! *** This has turned into an interesting discussion. 1. On the question of Class A vs Class B etc.. I vaguely remember that the genesis of the FCC limits for Class A Class B were indeed derived from the concerns of installation. As I recall, extensive research went into examination of the sensitivities of television receivers and apatment complexes and as a result the 3M test distance and Class B limits were born for residential applications. Of course this was back in the 70s when 300 ohm cabling for TVs was in vogue!!. Naturally the FCC recognized that not all EMI problems would be resolved by design/testing alone. Chris is correct in his statement that the emissions test bears little resemblelance to reality. The FCC ( others) insist on warning statements etc. (I believe the VDE has the honor of having the FIRST legal EMI requirements. In the original 0871 standards they were more concerned with conducted limits - hence their severity. The Class A radiated limits had relief in certain bands that allowed for very high emissions indeed.) 2. Mutual coupling (?) Reading the e-mails on enhanced emissions at 3M vertically polarized generated some thoughts. 2.1 I have discussed the issue of calibrating an antenna using ANSI C63.5 (horizontal only) and testing using ANSI C63.4 (vh) with one of the authors involved in BOTH standards. The answer I get consistently is that: a) we need to calibrate in free space ( or close to it) b) calibrating an antenna with V H makes the test look like the NSA and hence site anomilies dominate the vertical readings. 2.2 For my type of products (floor standing), Vert 1M seems to be worst case. This has more to do with the install than mutual coupling - I test at 10M. My humble opinion only. Charles Grasso EMC Engineer

Message received. I believe you are referring to ANSI C63.4. This is a result of much controversy in the EMC community - what to do with cables? The FCC took a lot of heat for maximizing cables in ways that the industry did not agree with. So, after much discussion, industry the FCC agreed on a set of standard test set-ups that included a distinct way of dressing the cables. Sorry - no fancy theory here!!
