In IEC 60079-15 Clause 13, Low power device or components are exempt from
evaluation of creepage and clearance, as defined in Clause 6.4 of the
standard.  I designed a computer system which uses an i7 quad-core CPU
module (COMe).  The problem is the module draws 37W of power, and Note 1 in
Clause 13 states Low power is typically considered 20W or less.  The word
typically bothers me, but also the fact some competitors have gotten their
systems certified with a 45W i7 quad-core CPU.  The notified body we are
using is insisting that our CPU cannot be approved.  Does anyone in the
group have experience with certifying a higher wattage CPU module for
international hazardous locations?

Does anyone have a link to the latest list of harmonized standards for the
EMC Directive 2014/30/EU and Low Voltage Directive 2014/35/EU? 

The Europa web page I use to find the link for the latest listing of
harmonized standards does not even list the latest revision directives.
(http://www.newapproach.org/Directives/DirectiveList.asp)  While the earlier
revision directives are not repealed until 20 April 2016, these new
directives published in 2014 have already entered into force and
application.

The latest harmonized standard listings I can find are below:

*   16 May 2014 for Low Voltage Directive 2006/95/EC:

Forum members:

Am looking for a conductive plastic of such composition that the
conductivity is uniform throughout the material, as opposed to a
non-conductive exterior surrounding an inner core of dispersed conductive
materials.  Neither am I looking for some sort of deposited layer of
conductive material.

Many years ago, 3M demonstrated such a material at a few EMC Symposia. The
demo consisted of a small plastic box with a lid that was large enough to
fully contain a chattering relay. With the chattering relay in the box minus
the lid and near a small AM radio, it tore up AM reception, but gently
putting the lid on it (no fasteners per my recollection) was enough to kill
the interference completely.

My recollection is that 3M did not go into production with that material,
else I would be looking for it there.

The need is for a small conductive enclosure for harsh environments where a
layer of deposited conductive material is undesirable. Further, I do not
want a manufacturing process that requires laborious removal of the outer
insulating material where the sides of the box overlap and need to make a
conductive seam.

I am willing to give up quite a bit of conductivity relative to a deposited
layer of metal or metallic coating in order to get this magical homogenously
conductive material.

Any one know of anything like this, or is it unobtainium?

A number of commercial products that I've worked on met the Class B limits
with margin.  But since they were commercial products, and were not marketed
to the public, marketing stayed with the Class A compliance claims to
avoid any confusion for the customs, which meant a sizable margin to the A
limit!.
Was it more expensive to make those margins to the limits?  
Just a bit, a lot more care in the layout took care of it.  Generally two
more layers did it, along with a few layout tricks.
And being expensive commercial products with lots of $$ margin to start
with, no real concern.
And with those margins to the limit, go ahead and make some changes, they
probably won't affect the DOC.

The problem with emissions limits is their use to determine scope and
applicability of other non-related directives and standards.

Which is basis for some EMC reports that only indicate the equipment meets
Class A limit, but the data demonstrates Class B performance.

Not on the DoC but in your EMC Assessment statement. It could hardly be
a requirement on the DoC because that would have to be specified in the
Directive.

Not all standards have 'Class A' and 'Class B', and those that do don't

If the directive defines that a full DoC shall  be delivered with the
product, I will deliver one in English and a sheet with a general in the EU
languages as set up for the RTTE directive:

Hereby, [Name of manufacturer], declares that this [type of equipment] is in
compliance with the essential requirements and other relevant provisions of
Directive /Number/EC. (repeated in the 10 other EU languages)

If more than one directive shall be met, simply write Directives
/Number/EC , /Number/EC……….

 

And deliver one full DoC for each directive if needed.

be included as well.

EU DOCs are not what you would call a wordy document. Most of the text would
not get translated anyway, such as manufacturer name, address, product
models, references to directives and standards, etc..

 

There would only be a few lines of text that would need to be translated in
23 to 26 languages, such as

 

“Declares that the product:”

“Conforms to the following”

“The product herewith fulfils all relevant provisions of the ……”

 

It would seem likely that these translations have already been made by
people out there if they would be willing to share it.

English will not suffice - if the Directive says the Declaration needs to be
translated, then it needs to be in one of the official languages of each
state in which the product is sold. 

 

I'm pretty sure that failure to deliver the Declaration in the correct
language(s) has been cited as a non-compliance in enforcement actions in the
past, although only as one item among several - I'v e never seen it cited as
sole reason for rejection.

On 23-Nov, the EU OJ published the first harmonized standards list for the
new RoHS Directive, 2011/65/EU. It can be found at

EN 50581:2012, Technical documentation for the assessment of electrical and

Hello Kris,

About 10 years ago my company Niros Telecommunication was contacted by the
Belgium Authority whom told that the DoC should be written in Dutch as well
as in French and German.

At that time we had a DoC written in English, German, French and Italian.

We changed to a combination of a short form DoC and one complete DoC written
in English.  

Short form in English:
Hereby, [Name of manufacturer], declares that this [type of equipment] is in
compliance with the essential requirements and other relevant provisions of
Directive 1999/5/EC.

The short form DoC can be found at the link below:

We used this form for DoC for the ATEX directive as well.

My country, Belgium, has 3 official national languages, Dutch, French and
German. The most recent draft of the Belgian transposition proposal of the
RoHS Directive states now that the EU DoC should be drawn up in a language
easily understandable by authorities. While the authorities have the right
to request a translation in one of the official languages, it allows the use
of English. Hopefull other countries follow that example as it worked well
for  20 years.

It's actually a requirement of some of the directives, not just an addition
brought in by transposition in certain countries. Generally, where the
Directive requires the Declaration to accompany the product, it must be
translated in to the language of the country of the end user. 

I guess the Commissiion's logic is that the instructions will need to be
translated into the same language(s) so it's not a significant additional
burden to require the DofC to be translated as well.

Thought I knew what I was doing, obviously I don't

I have a device with a thermal resistance ThetaJA (J-P in this
documentation). It's for SMT CHIP LED the specified value is 400C/W. for a
plastic package that seems about right.  I am looking at another LED but it
lists ThetaJA  as 400K/W. (Kelvin/Watt) Seems pretty good as it would
convert to 126C/W - the lower the better. But then I converted the ThetaJS
(I think its junction - solder point), and that value was 180K/W. When
converted its -93C. Does the change in sign just indicate the direction heat
is flowing? ThetaJA is positive since the heat is leaving the die through
the package, and the ThetaJS is negative because it is heating entering the
die through the solder process?

Is this some sort of amendment, I see there are a number of standards with
/AC on them . There is no implementation date either

I'm sure there is an obvious answer, but I can't see it yet!

Esteemed list-members,

Product in question is a transmitter for a pager, using 429,100 MHz and 10
mW. Transmitter holds no previously approvals.

 

Problem is that the transmitter frequency is not within the limit of one
channel (channel separation 12,5 kHz).

 

According to what I have found the frequency band of 400 MHz should be for
Radio Pager which is regulated by ARIB standard STD-19. This standard I have
found but only in Japanese.

Do anybody know if the frequency band of 400 MHz could be used for a pager,
and if yes what are the limitation of transmitted power and channel
separation?

CENELEC has produced a CD, 'Primer on Standards', which will probably
tell you more than you ever needed to know. Go to

take a large patience pill and search for the CD title. You MAY be able
to buy it on line.

Briefly, much of the work is updating existing standards, but a new
proposal for a standard has to be approved by the national (standards)
committees of enough countries. They, and others, then send 'experts'
from industry (mostly), academia, test houses and sometimes regulatory
organizations, to Working Groups (some have different titles). These
groups prepare a draft of the new standard, which is sent to the
national committees for comment. The comments are them considered and
compromises, corrections and negotiations take place. This process may
be repeated. Then, a final draft is circulated to the national
committees for voting. If it passes, it is subject to a second voting
process, and if that is passed, it is published. 

After a time period (3 to 12 years) specified when the standard is
published, it may be withdrawn, amended or fully revised.

Note that 'Brussels', the European Commission, 'Geneva' and IEC staff
don't figure directly in the above processes. Most of the work is done
by experts from industry, who do generally know what they are talking
about, but often can't write it clearly enough, being engineers and not
literary scholars.

I sent BAKOM notification under article 6.4 of the RTTE directive for
equipment using non-harmonised frequency bands. 

They have written back with the usual things about adding the (!) next to the
CE etc, but also enclosed an invoice for 200CHF.

There is no EN standard covering the same subject as this German Military
standard, full title:

VG 95373-15, Electromagnetic Compatibility-Electromagnetic Compatibility of
Equipment-Part 15: Test Method for Coupling and Screening, Germany,
February 1997.

VG 95373 Part 15. This German military standard describes the shielding
effectiveness of enclosures. The standard covers the frequency range above
30 MHz; between the frequency range of 30 and 200 MHz, a minimum
antenna-to-enclosure separation distance of 2.5 m is specified. This
distance can be reduced to 1 m for frequencies greater than 200 MHz. The
test method specifies that a receiving antenna-which must be small compared
with the enclosure under test-be built into the enclosure for the test.
Although there are technical problems with this standard, it is currently
the only standard applicable to small- and medium-sized enclosures. It is
not surprising that the test method described in VG 95373 Part 15 (or
variations of it) is used for shielding-effectiveness evaluation of small-
and medium-sized enclosures and is favored by manufacturers of conductive
plastic enclosures

Does anyone in this collective have working knowledge of a German defence
standard - VG95373 Part 15?

I'm been offered a cabinet which, for EMC matters, the manufacturer states
meets VG95373 part 15. I don't really want to buy a standard (and spend
hours studying it) for the sake of a one-time buy of one cabinet - does
anyone here happen to know how well VG95373 part 15 compares with the
usual EN standards applied for complying with Europes EMC Directive? (I
suppose I'm asking that if a cabinet meets VG95373 will it pass the EN
standard equivalent(s) and I can just say so in my Technical Construction
file)

I'm being asked to confirm on a customer tender document whether we comply
with IEC215. 

Looking at the Official Journal this standard is no longer valid for declaring
compliance with the LVD. 

Our equipment meets the relevant safety requirements of EN60950 for electrical
safety and EN50383 for SAR. 

Is IEC215 a standard for broadcast equipment? - could anyone confirm its scope
for me.

I have read in various places that the new edition of IEC/EN 60601-1-2
is in
effect (FDA in the US).
As yet, only EN 60601-1-2: 1993 is listed in the OJ (December 2002).
Does anyone know when the new edition will be listed in the OJ and thus
become official?
Regarding EN 55022: 1998 + Amendment A1: 2000, I have also read  that
the
application of this standard is being delayed. Does anyone have any
information as to when it will become applicable?

achieved because of the impact of the CDN on the EUT, no test shall be

Basic standards are not harmonized in EU, therefore there is not published 
a list.
It is however possible to see the status of a specific standard by 
searching on the Cenelec homepage, try:
http://www.cenelec.org/BASIS/celis/free/project/SF
Here the magic date dow is given, this is the date when the new standard 
or amendment shall be used. The new standard or amendment may by used from 
the dop date.
It should however be noted, that this date only have effect if the basic 
standard reference is undated in the specific product standard. If the 
basic standard reference is given as EN 61000-4-4:1995, then it is only 
this version which is valid until the product standard is changed.

Is the device a blue tooth using wireless radiation to communicate with other 
devices, if yes the device is a subjet for the RTTE directive. 
You may use the ETSI standards: 

EN 301 489-3 V1.2.1 (2000-08)
Electromagnetic compatibility and Radio spectrum Matters (ERM);
ElectroMagnetic Compatibility (EMC) standard for radio equipment and services;
Part 3: Specific conditions for Short-Range Devices (SRD) operating on 
frequencies between 9 kHz and 40 GHz

and

EN 300 440-2 V1.1.1 (2000-07)
Electromagnetic compatibility and Radio spectrum Matters (ERM);
Short range devices;
Radio equipment to be used in the 1 GHz to 40 GHz frequency range;
Part 2: Harmonized EN under article 3.2 of the RTTE Directive

Those standards may be downloaded free of charge from www.etsi.org. 
NOTE:They are not harmonized yet!

If it not is used for wireless communication then the EN 55022 still shall be 
used for showing complience with the EMC Directive.

uses 2.45 GHz signals. EN55022 does not provide limits above 1 GHz. Is there
another harmonized EN that can be applied for spurious emissions above 1
GHz? If not, will this product have to be submitted to a Competent Body?

The latest draft on next edition of (EN/) IEC 61800-3 is using the CISPR 11 
Class A group 2 limits for power drive systems to be used in Second 
environment = Industrial use.
The radiated emission limits are 40 dB from 30 - 230 MHz and 50 dB from 230 - 
1000 MHz with 30 meter measuring distance. Those limits are derived from CISPR, 
11 Table 5 - Electromagnetic radiation disturbance limits for Group 2 Class A  
equipment.
So, someone (producers of power drive system?) do want to use at least a part 
of the CISPR 11 Group 2 Class A  test for power drives.
If some of you are interested in reading this new proposal you must get from 
your local IEC Committee, document reference: IEC/22G/73/CD.

Since there are no comments on this so far, I thought I would put my 2
cents in.It seems to me that motor drives would be in group 1, keeping
in mind the first paragraph of appendix A where it says for testing
purposes the equipment is to be defined in terms of the purpose for which
it was designed  Also, I believe the power drive system product family EMC
standard, EN 61800-3:1996 uses limits similar to EN 55011 group 1(I don't
have this standard in front of me so please correct me if I'm wrong.)

I'm also curious why someone would want want to be in group 2 because this
requires an additional magnetic field (table 5 of EN 55011) test down to
150khz that could be difficult for Power inverters.

CISPR 22/A1 address Subclause 10.4: Equipment set-up, Table top equipment: 
Main cable and cables connected to remote peripheral shall be fitted with 
ferrite clamps or tupes where the cable reaches the floor. Insertion loss  
15 dB from 30 to 1000 MHz when measured in a 50 ohm system.
This amendmend is expected to make measurement easier to reproduce.

The Generic Immunity standard, EN 50082-1 references ENV 50204 for a
radiated immunity test. The foreword of  the ENV says it will be withdrawn
once an IEC/CENELEC standard has been published. Has this interim standard
been withdrawn and replaced by an EN 61000-4 series standard? If so, which
one?

The publication in OJ on 1999/02/27 was not a new directive, it was a list 
of those standards which may be used to demonstrate compliance with the EMC 
Directive, 89/336/EEC.
The EMC Directive does not cover medical devices since June 1998, you have 
to use the Medical Device Directive 93/42/EEC, therefore EN 60601-1-2 is 
removed from this new list.
A list of those standards, which could be used for medical devices, can be 
found on the DGIII page:

Dear group,
The use of ground choke in conducted measurements was specified in 
Verfügerung 1046/1982 when testing to comply with VDE 0871 if the 
measured noise was closer to the limit than 5 dB.
This second measurement must then also comply with the limit.
The value of this ground conductor choke was specified to 1.6 mH.

I believe the reason for this sophisticated measurement were required 
because the inductance in ground lead in really live may increase the noise 
level with several dB's.
I hope this clarified the matter.

As I recall, when testing conducted emissions to VDE 0871, it was required
to observe noise in the two powered lines with the switch both open and
closed, and use the higher result.  Some power supplies would in fact give
different results if the ground was opened.

An aside: I used to work at Tandy Computer's RD.  When Tandy quit making
computers (and I was laid off), I was able to buy a Rhode and Schwarz LISN
they scrapped -- for $25. It has the ground switch Muriel describes.  When
I bought it for Tandy, it cost much, much more!
