Gary,

The LED driver (assuming AC-to-DC) should be approved; however, the kit does 
not need to be certified.  The field inspection will take into consideration 
the LED driver along with the rest of the equipment.

I think you should be good to go!

evaluated/certified to 62368 can incorporate a retrofit kit?

For your second question, most will suggest that a qualified/trained person 
should conduct the retrofit kit installation; however, it is likely that the 
AHJ (Authority Having Jurisdiction) will require an inspection of the equipment 
once the work is completed.  Usually, this can be accomplished via 'Special 
Inspection' with an accredited body (UL, CSA, etc...)
