It has been published in the EU Official Journal for already some time. 
Take a look to http://europa.eu.int/com
/enterprise/newapproach/standardization/harmstds/reflist/radiotte.html. 
You can use the amendment 1 now and it will become mandatory on October 1rst,
2004.

The conducted immunity limits for voice equipment in Tables A.1, A.2, A.3, 
and A.4 of EN 55024:1998 are very difficult to meet.  I have a copy of the 
IEC Amendment 1 to CISPR 24, dated July 2001, that significantly relaxes 
these limits. 

Was this amendment ever adopted by the EU to become part of EN 55024?  If 
not, is there any likelihood that it will be adopted soon?

Joe,

This amendment has already been published in the OJ.  It is included in the
list of harmonized standards for the EMC Directive that was published on
December 7, 2002.  I haven't kept the previous list, so I can't say if this
was the first listing, but based on the date of the amendment, I doubt that
this was the first listing.  You must use amendment 1 to CISPR 24 (actually,
Amendment A1:2001 to EN 55024:1998) on all products marketed in the EU by 1
October 2004.  You have the ability to use it now.  Get a copy of the
European amendment to make sure that there aren't any common modifications
that change it from the text of Amendment 1 to CISPR 24.

Yes, it has been adopted, and may be used now. It will become mandatory
on 01-10-2004.
