Can you confirm you quoted note 2 correctly. The last time I looked at
this, and obviously things change, Germany required German for the safety
notes. I am a little surprised that they would replace the German with

Hello Amund,

Rather than looking at this from what is required, what about what makes 
sense? I wouldn't expect someone in Norway to be very pleased to only get 
documentation in Japanese or Chinese. The end-user would most likely be 
very dissatisfied and probably return the product. Companies need to make 
decisions on how they want their customers to understand their product. A 
good rule of thumb is to make sure that you know what the primary language 
is for a country and at least provide the appropriate information in that 
language. It's not only a regulatory issue but a Customer satisfaction 
issue as well.

manuals to be in German. Reference Annex ZC.1.7.12 of EN 60950.

There is nothing in 60950, but the EU directive required for marking the CE
on products allows individual countries to add additional regulations for
their marketplace as long as it does not conflict with the directives.  I
have personal experience with the Spanish requirement which requires that
all user manuals and the Declaration of Conformance (DoC) MUST be printed in
Castilian, the official language of Spain.  I believe there are other
countries that also have this requirement, but are not as aggressive in
enforcement.  This requirement is not in the official EU decree, but is
specified in the Laws of Spain and the royal decrees which establishes the
regulations.  The importer or company that places the product on the market
without the Spanish Language documentation is liable for fines of 12,000
Euros.
