Good job reviving that old Anderson router.  I for see one problem with a fully 
automated touch off routine like that, what do you do with a very large 
diameter tool that might miss the touch probe, such as a fly cutter for 
surfacing the fall board.

Were you able to reuse the old Fanuc drives and motors?

Your tool sensor is on the end of a pneumatic ram?  
It moves down slightly when touched.  Is that when it makes contact?   It
doesn't look like the ram moves down.  Just the sensor.
How do you calibrate the tool sensor?
