I just picked up a HP ML150 gen 5 for AUD $31, Virtualisation can be turned on 
and I haven’t played with the power settings yet. 
Just cos they were cheap I ordered a matched pair of E5450 and a second fan 
heatsink.
The down side is these boxes don’t play nicely with gpus and there is no x16 
slot. 
I have managed to install lubuntu with raid card, which will go, and mess 
around with linuxcnc.
Don’t exactly know what this box will end up as but it was cheap enough to have 
as a mess around box.

That is one of the best features of these servers, they are configurable
and VERY well documented.
Here is an example of tuning for low latency that covers things like turbo
modes, power and such plus gets into Linux settings.  I've seen these
servers for $150.

Before you order you read things like the above to verify the configurable.

I have a 16-core Xeon version that came with 64GB of ECC RAM installed for
$400.   But there is much less expensive versions of these and after a
lease is over the lease company just dumps them for a very low cost.
 They are built like tanks,  Mine with just the basic box mainboard and
power weighs in at 54 pounds.

A good suggestion. In order of decreasing importance my requirements are:

RELIABLE, R*E*L*E*A*B*L*E!

Either the computer is sealed or it will fit into a small sealed box. It
will be rather close to a mill using air blast for chip evacuation. Thus, no
fan because the chips travel everywhere.

All hardware is supported by a basic LinuxCNC installation

Several USB ports for connection to touch screen, keyboard, coolant pointer,
etc. The computer linked earlier would require using a USB hub.

Two Ethernet ports for connection to 7i92 + for file transfer

HDMI or DisplayPort interface to monitor

Either current product or generic enough that replacements can be obtained
for at least the next few years with no need to change the mounting
arrangements.

Low cost is good but paying a few hundred additional to achieve all of the
above is not particularly important.

I have a pretty good experience with a few HP 7900 SFF, Core 2 Duo.
IIRC it has latency up to 40-50K which is great for a MESA card.
I think one can be purchased for $50 easily with RAM and HDD.
Just don't buy 7800, they have another chipset and worse latency.

form factor computers. But what is the goal?  To save cubic inches in
the shop? to save money? to save electrical power?

Until you have a stated goal you can't know what is "best". If what you
are looking for is "compute power per dollar in a compact space" the buy an
HP server in a 1U

chassis that just came off lease.  They will be about 4X more powerful and
1/2 the price of these mini-PCs. But they take up more cubic inches of
space.

It helps to actually write down the goals and then fill in a little table
with specs from various proposed solutions.  Choose the "best" from data
you collected.
