While it's not exactly automatic I use KPPP. Does what I need.

Hi Jack.

I don't know the exact sequence of steps you're doing, but the way to 
get a halcmd: prompt is to run:
halcmd -kf

halrun is a script that starts realtime, loads a .hal file, and the 
optionally gives you an interactive halcmd shell.  Once you exit from 
the halcmd that halrun sets up for you, halrun shuts down realtime, and 
your changes to the HAL are lost.
