I've had the same results recently... Since 2010 there is an added ARB list of vehicles which the application vehicle must be on in order to get the sticker. Mike, You must have received this sticker before CARB started re-interpreting the law. My previous EV also received its white stickers, I believe in 2006. I ran into this when I tried to get the white sticker again that I used to have on my previous EV truck. CARB apparently has narrowed their interpretation of the law to read "qualified vehicles" (which clearly is intended to include *all* battery-only powered EVs) as "manufacturer qualified" vehicles, which has the weird drawback that any EV from a manufacturer that does not bother to get qualified or who is no longer in business, will not be able to get the white sticker even though the vehicle clearly meets the requirements of the law, only not the way that CARB has started interpreting the law. I can see why CARB did this - they will not unjustly qualify a vehicle and get comments, because they can now always say "no" unless someone else went through the effort of getting on the list that qualifies them to get a "yes", so CARB does not have to think or qualify any vehicles and their life is easy. I call this "passing the buck". If anyone thinks that this is unreasonable, they should contact their legislators and get CARB to interpret the law differently or rewrite the law to clarify that any vehicle registered as "EV" by the DMV does qualify for the white stickers (which used to be the old interpretation and how I received the white sticker for my first EV truck).
