There is an office 2003 compatibility installation file that can be
downloaded from microsoft site. Just search for the installation
package, and install. even after installing that, you would still not
be able to view data in rows beyond 65536 or columns IV.

For the sake of readers, and for posterity, you CANNOT just change the file
extension (xlsx to xls) and make it compatible with Excel 2003.

Save the file to your desktop and right mouse click and select "open with". 
This should give you an option to open it with xlm converter. Try that first to 
see if it converts the file. If this opens the file and converts it for you, 
you will need to select the open with and select "choose program". This will 
allow you to check the box to always open with after you select xml converter.

You can open XLSX files in previous versions of excel using a free plugin/addon 
from Microsoft. Link below.
