If the message comes from the information store, it stays there..there is no intermediate queue on disk, everything is done with pointers in memory between the store and IIS. Well, uninstalled symantec avf for exchange, followed Tony's steps as well, now we got airbiscuits. No inbound or outbound. I would FIRST just try SMTPreinstall, without reinstalling Exchange itself.
