The capability was present in the E14 beta ECP - but it was pulled before RTM. That's why I asked my original question the way I did. The issue is that there was no way at RTM to identify WHERE the accounts were to be created, and putting them in the default Users container was deemed to be confusing, at best. And an OU administrator likely doesn't have write access to that container anyway. There is an account creation mechanism in hosted Exchange - but it isn't part of ECP, it's part of the hosting console. Regards, Michael B.
