1) It appears the servers are talking to the GC's.
2) We are able to ping the NetBIOS name.
3) Even directly on the exchange server with a client installed, it
gets the
same error
4) The first exchange server has been ripped out and reinstalled
many times
already (my theory is this is the problem)

What I am asking is if anyone ever heard of such a problem and what
you guys

Ahhhaaa, Steve Clark appears to be the reason for a 1.6 billion dollar loss
for the postal service. Busted!

Is the account being stamped by the RUS?  Typically this has to happen
before the account shows up in the GAL which is required before Outlook
can resolve the name.

Yes, RUS is stamping it.

We actually found a q article that stated a reg fix that will fix a
screw up the security roll up did. The keeper of the GC's int hat domain
will do this and then let us know.

Once you had your exchange 2000 server installed in your dev domain did you
ever reboot your global catalog server(s)? I had some very similar issues
until I figured out that the NSPI addition to the global catalog servers
required a reboot. Technet article q256976 was helpful to me (describes how
mapi clients access AD)
