I've 
seen this coming up after installing sp2.  It is paired with 2104 and 
2102.  I think it will be fixed in sp3.  I am *almost* sure you 
can ignore this.
 
But 
confirm: Is the GAL there and ok? Are there custom 
address lists and are they ok?

Definitely sounds NOS related to me. Try re-applying SPx for your NOS and 
see if that changes anything. Sounds like something got horked (official admin 
phrase) at initial install. If you're getting API failures, the DLL(s) causing 
the problem might continue to degrade until null function occurs. This is not 
uncommon, but is rare.
 
What 
type of Hardware is this running on? Is it in the WHCL?

Its a 
dell dual 933 server, 512mb ram, and two 9.1gigs on a raid1 perc controller. 
Nothing fancy, win2k was preinstalled. I reinstalled everything, and only got 
the error after having to do disaster recovery on the exchange. All is working 
flawlessly. I like Williams answer best :)
