I was doing an Office XP upgrade last night and it took over 20 minutes to
download 13 MB on a T1 after hours. I blamed it on IE 6.

There's a definite problem we've been trying all day to run updates and it's taking 
hours-we cancel and try again later and this seems to work.

Keep in mind that pretty much all microsoft sites do not respond to ICMP
packets, so ping and tracert will time out anyway.  But, the site times
out loading for me also here in seattle.
