Simply create a Public Folder from Outlook and assign permissions using the
permissions tab. TIP - Make sure when you create the Public Folder, you put
in Contact Items in the Folder contains drop-down box. This will ensure
you get the correct form when clicking New.

create a folder then drag an empty contact folder from any pst file
(copy not move)
then right click on it to assging permissions.

If you 
open up MS Access 2000 or higher theres actually an option to populate an 
exchange servers PF(under the import/export) . You could populate it manually or 
some of my vb guys wrote some simple scripts to keep it going. Im pretty sure 
with odbc stuff you could push about anything into the exchange db's
