Simply create a Public Folder from Outlook and assign permissions using the permissions tab. TIP - Make sure when you create the Public Folder, you put in Contact Items in the Folder contains drop-down box. This will ensure you get the correct form when clicking New. Title: Message If you open up MS Access 2000 or higher theres actually an option to populate an exchange servers PF(under the import/export) . You could populate it manually or some of my vb guys wrote some simple scripts to keep it going.
