I am a bit confused. Who is addressing these email's and adding the cc's? 
Customers? Fellow Employees?

Why do they feel the need to do this? Are the Sales folks that unresponsive 
that they just hit them all and hope for the best?

What is the incentive for the Sales Staff to double work them?

Are you sure that there isn't a FORWARDER on the mailbox that you can remove?

No, there are no forwarders.
The external sales staff adds CCs to emails, maybe because they talked to
one of the internal folks.
So the person CC'd responds, and the person who pulls it from the mailbox
responds.

A few people suggested transport rules, but in the end it was decided not
to implement anything; to just tell the external sales force not to do that.

mailbox?  If it's a distro, maybe going to a shared mailbox would be the

Have you explored whether an Exchange transport rule can accomplish this?

For example, something like:

Apply rule to messages
when any of the recipients in the To or Cc fields is 'sa...@here.com'
redirect the message to 'sa...@here.com'

I have no idea if that would work without testing it.  But it may be worth
looking into because there are tons of options when creating the rules.

You may be able to deal with this via a transport rule, but I'm not certain. 
That's where I'd suggest you start looking

So, this mailbox is say, sa...@here.commailto:sa...@here.com .
Is there a way to strip any extraneous addresses from email coming to that 
mailbox? so that the email only goes there?

I've been using my google-fu, but the force is not as strong as usual this 
morning.

If I have to tell him no, that's okay, too.

Well as a technology professional, part of our job is to listen to the
users, determine what they are REALLY asking for, and present a proposed
solution that resolves their issue. Quite often that solution is not the
solution the user proposed.

It's the 80/20 rule. 80% of users are idiots..the other 20% are morons.

Oh, and kindly delete all references to my suggestion before attempting it
in case that rule causes a massive mail loop and explodes your whole
Exchange org. causing millions of dollars in lost revenue.

If it is only four or five sales users, maybe public folder with sub folders of 
their names for them to drag the calls into that they are dealing with. Just

Why not use a transport rule to send a copy to the mailbox, and discard the 
original message?
