I currently have a problem with outgoing mail.  Nothing is going through. 
I have incoming mail being sent to the users.  but their out going mail is
being queued at the internet mail service.  It states that the message
will continue to be retried until the configured maximum timeout period.

Are there any good (maybe documented) reasons 
why I should limit mail messages to a certain size other than if a virus was 
designed to take advantage of no mail limits for a DoS and bandwidth 
issues?
I need to prove to management that this should 
be planned and implemented for an E2K rollout.

no outgoing mail

I have an exchange 5.5 sp4 machine that has suddenly stopped sending 
outgoing mail. Outside mail is being routed internally, and internal mail is 
routed fineit's just mail destined for outside.

The exchange box uses a different dns server than it did previously, but 
this was done weeks ago. Messages stopped going out after a reboot 
yesterday. I've tried switching back to the old dns server, to no avail.

The Exchange box is behind a proxy 2.0.

Any ideas would be helpful. I can't find anything on TechNet.

I had a similar issue recently after dealing with an open relay.  Even after
closing up the relay, my outbound queue would not deliver mail until the
queue was brought down to a reasonable number of messages (I believe it
started delivering mail again when the number came down to a few hundred...I
originally had 48,000 msgs!!).  According to a PSS call to MS the IMS
can get bogged down and stop delivering (even though the service may still
be receiving inbound mail) mail...

Probably a DNS issue.
Find one of the offending domains. FROM THE EXCHANGE SERVER, do an Nslookup.
See if you can.

ACI, I'm with everyone else.. You have a DNS problem. NO DNS, NO outbound email.
Do you have your ISP's IP address listed in your Exchange DNS settings? How do desktops use DNS? If your unsure, find a server in your domain(preferably a PDC, BDC) and check it's DNS settings. Also try to web access something from that domain server. If you can get to a web site, then copy those DNS settings to the Exchange box and cycle the MSEXCHANGE IMS service and mail should fly outta there.

Sometimes they do and sometimes they don't. Yahoo may or not reply depending on which server you get from the lookup.

when i type nslookup i get dns request timed out. time out was 2 seconds. 
default servers unknown.  i get that right away.

A mail 
message of say 5MB would clog a pipe of say 256K for some time, so if the pipe 
is shared (internet surfing) then the impact canbe/is quite 
dramatic.
 
Having 
said that many messages of 2MB-3Mb regularly get sent through our 
pipes.
 
Also 
It worth bearing in mind that many time the issue is lots and lots of email of 
say 512K which soon add up and can Cog small pipe's
 
It may 
be worth noting to the group your internet pipe size so that a better view could 
be made.

No critical events; a couple warnings about the tracking log being deleted, 
several warnings on event id: 3017 (a message could not be found in the out 
directory and was removed from the queue)

strange, I had this EXACT PROBLEM yesterday.  Changes to DNS settings don't
take effect until the IMS is stopped and restarted.  Which would explain why
everything worked until the reboot.  Now if you have entered the old DNS
info back in correctly (and assuming that DNS server is working), probably
just need to stop and start IMS again.

The other day when I was looking for anti-spam help (thank you all that
responded.  Cleaning everything out did the trick!), this was EXACTLY how I
discovered we were exploited.  Interoffice mail was fine.  We received from
the internet fine.  We just couldn't send.  Our outbound queue had a limit
of 25,000 messages (is that an Exchange limit or something we set up?) and
the spam hit the ceiling.  After cleaning both the outbound queues, and
closing the relay, we were fine.

Thank you to everyone that helped! Recalculating the routing on the site 
addressing tab seems to have fixed the problem. It was referenced in a Q 
article (I can't remember which one) but was suposedly only a problem for 
Exchange 4.0.

The more plausable reason for the fix is that I was visited by the Exchange 
fairy! (I was pretty good this year.)
