I would suggest that whether or no dear Helene is legit, as a result of her 
Wardenship she will acquire a very handsome database of UK nationals in Moscow 
for use by her company and/or others.

i) to assist the Embassy in maintaining accurate records of the British 
Community in the Moscow consular district and
ii) to facilitate the transmission of information relating to the safety and 
welfare of the British community in any kind of emergency.

As a Warden for the constituency of companies with only a few expat employees 
from any sector. I will be drawing up a list of British Citizens within that 
group and supplying that list to the British Embassy to help them keep their 
records up to date.

It does seem like an odd request. If you go to the trouble of looking at the
email address that Nick provided for Helene, TMI Consultancy would appear to
be a Market Research / PR company and this is from their website -


*TMI is a British consultancy specialising in market research, marketing and
PR services. We provide a full spectrum of these services in Russia and the
CIS countries. We have experience in various sectors with particular
expertise in the international travel industry.*
If it is a phising scam it it is a bit more inventive than getting a random
email from Chief Ubongo-Bongo from some tinpot Central African state with a
promise of a 10% share of one hundered zillion dollars if the good old Chief
can park some of the funds left by one of his recently deceased relatives in
your bank account.

 into the embassy's warden list. They know I'm here, what I'm doing, know how
 to contact me, and have all of my personal information...that is obviously
 kept confidential within the walls of the U.S. Embassy.

 Beware Brits, this could be a scam for personal information to an outsider.

Even if it is not a scam, and Helen means well, I doubt the embassy
would ask others to collect personal information in their name to
register them for emergency cases.

If you ask me, Helen wants contacts for marketing purposes.

Why don't you call the embassy or go to their web site and register there?

Registration also puts you on embassy announcement/invitation lists,
which can be quite useful.

It has led a whole bunch of us to investigate the TMI Consultancy site -
perhaps that was the cunning plan all along, they wanted to improve their
internet traffic!

At the very least it has flagged up the British Embassy's LOCATE programme
to those not previously registered, and of course for Nick it means several
days of mickey taking from everyone else!
