I've had this happen, where there aren't any desktop icons 3 times out
of 11 install tests.  I wasn't paying attention at the time, (or better
put, didn't care to look into it) as I was looking for other critical
things to see if all was okay.  Clearly, it can and does happen.  Why?

both read and write are still considered experimental.  Write is
_extremely_ experimental and frankly, dangerous.

Having said that, I use read/write against windows XP NTFS (NTFS5) and
have not experienced any problems _yet_.  Your mileage may vary.

The software is looking for 2.95 not 2.96.  This might be an issue to the software.  
In my experience software demanding 2.95 does not accept 2.96.

It shoudln't as past releases have had more than one version available.  The issue

Install ez-ipupdate which comes with 8.1 (8.0 to I _think_).  Read the docs 
carefuly though, you begin to spam dyndns and they most likely will lock you 
out.  ez-ipupdate, when configured correctly will only update to dyndns.org 
when your ip actualy has changed.

rtl8139 can be confusing.  The old driver was named as such and there is 
still much out there referencing same.  The driver to use is actualy 8139too 
as Lee suggested as it's the current incarnation, and it works, unlike it's 
predicessor which didn't work all that well.

Mandrake Control Center in Mandrake. Go to date/time settings. Change time to 
correct time, make sure your time zone is correct.  When your done and click 
ok, it will again ask you about gmt. Select no at that point and you will be 
relying on the timezone (bios) rather than gmt or utc.
