Yes, as far as I can recall. Definitely in 2003a, but I don't remember
how developed the Staff Styles were in 2001a. It should be able to do
this, though.

Staff Styles!
Staff Tool, select the passage, Staff MenuApply Staff Style... choose 
the transposition you need. There are default Bb clarinet and C Flute 
transpositions (and perhaps others) available in recent versions of 
Finale, but they are easy to create in any case.
