Something was severely broken and after trying several reinstalls and repairs I finally got it 'fixed' after uninstalling VS2017, VS2015, SQL Server 2017, and a lot of related software, cleaning program files, cleaning the registry, and resetting Internet Explorer security settings to the value it already had...
